About this opportunity

The Texas Department of Transportation Environmental Affairs Division issued Request for Proposals #576SM001-5606 on March 25, 2026, seeking competitive proposals for statewide environmental stormwater services under indefinite deliverable contracts. TxDOT will award up to three contracts, each not to exceed $500,000, to perform services required under federal and state statutes including the Clean Water Act and Texas regulations. The primary deliverables and services include outfall mapping and verification, dry weather and wet weather screening, illicit discharge detection and elimination (IDDE) inspections, construction general permit (CGP) compliance evaluations, field data collection, data post-processing, report generation, and technical support to facilitate NPDES/TPDES permit compliance. The contract period is four years following execution, with no new projects initiated after the first three years, and work will be performed statewide on a cost reimbursement basis under task order work authorizations issued by the Environmental Affairs Division. Proposers must demonstrate firm and team experience through submission of 7 to 14 verifiable projects across four technical categories: MS4 field surveys and sampling with GIS expertise (2-4 projects), TPDES/NPDES MS4 permit support (2-4 projects), construction general permit compliance (2-4 projects), and TMDL/impaired water body projects (0-2 projects), with bonus points available for transportation right-of-way projects and those completed within the past 5-10 years. Four mandatory key personnel positions with specified minimum qualifications must be identified: a Project Manager (bachelor's degree and six years' experience), MS4 Environmental Technician, CGP Environmental Technician, and Senior GIS Analyst, each requiring submission of 2-4 verifiable projects demonstrating competency. Evaluation criteria allocate 65 percent to qualifications and experience, 30 percent to cost, and 5 percent to project manager past performance, with cost proposals requiring fully burdened hourly rates organized by labor groups: Supervisory, Senior Technical Expert, Subject Matter Expert, Technical Support, and Clerical. The pre-proposal conference was held on March 3, 2026, with a question deadline of March 6, 2026; the proposal due date was extended via addendum to 12:00 noon Central Time on April 1, 2026, with submissions required electronically via Bonfire.

A completed and signed Historically Underutilized Business (HUB) Subcontracting Plan is mandatory, though Addendum No. 1 indicates that no specific HUB goal percentage has been established due to recent legislative changes affecting the HUB Program, and failure to submit the plan will result in immediate disqualification. Both the CGP Environmental Technician and Senior GIS Analyst positions may be provided by subproviders, who must submit signed Team Commitment Letters on official letterhead certifying no conflicts of interest and agreement to the teaming arrangement and proposed rates. The current contract incumbents are Atkins, Terracon, and TRC, whose existing statewide stormwater services contracts expire on June 20, 2027 with no extensions currently anticipated; work authorizations to new awardees will be issued without waiting for incumbent contract expiration. All contractor-related entities handling TxDOT data must comply with comprehensive cybersecurity protocols and data classification standards outlined in Attachment I, including mandatory background checks encompassing seven-year criminal history searches, implementation of encryption for sensitive data both in-transit and at-rest, and completion of TxDOT-approved cybersecurity training. Cloud computing service providers must obtain Texas Risk and Authorization Management Program (TX-RAMP) authorization, and TxDOT's current GIS software requirement is ArcGIS 3.43, which must be integrated into any proposed technical solutions. Individual contract awards are capped at $500,000 each, with work performed on a cost reimbursement basis under work authorizations not to exceed established hourly rates, and state funds will finance all contract work based on documented eligible costs incurred.
