About this file

This is Addendum No. 2 to a Request for Proposals issued by the Texas Department of Transportation Environmental Affairs Division for statewide environmental projects related to stormwater services under Solicitation 601CT0000005606. The addendum revises the proposal submission deadline from March 20, 2026, to 12:00 noon on April 1, 2026, with proposals required to be submitted via Bonfire. The Questions and Answers period has been reopened for forty-eight hours following the addendum's issuance, with no further questions accepted after that period closes. The solicitation anticipates three awards for firms expected to provide services statewide, and respondents must acknowledge receipt of this addendum by attaching it as a PDF to the proposal cover page in Bonfire to avoid rejection.

The addendum clarifies critical personnel qualification requirements for four key positions: Project Manager, MS4 Environmental Technician, CGP Environmental Technician, and Senior GIS Analyst, with specific minimum and maximum verifiable project submissions ranging from three to ten projects depending on the position. Proposers can receive bonus points for projects associated with transportation right-of-way and those completed within the last five to ten years. A completed and signed HUB Subcontracting Plan is mandatory; however, no subcontracting goal percentage has been established due to recent legislative changes affecting the HUB Program, and failure to submit the plan will result in immediate disqualification. The current contract incumbents are Atkins, Terracon, and TRC. TxDOT's current GIS software requirement is ArcGIS 3.43, and both the CGP Environmental Technician and Senior GIS Analyst positions may be provided by subproviders. Contact information for assistance is provided, with ENV encouraging early submissions and requiring any Bonfire-related issues to be addressed no later than 72 hours prior to the proposal deadline.

Preproposal Conference Notes Civil Rights Revised Subcontracting Plan Completion TxDOT Civil Rights has determined that subcontracting opportunities are probable under this contract.

Therefore, proposers are required to submit a HUB Subcontracting Plan (HSP) with their proposal.

Due to recent legislative changes affecting the HUB Program, no subcontracting goal has been established for this solicitation. However, failure to submit a completed HSP with the proposal will render the proposal non-responsive and subject to rejection without further evaluation.

Revised Subcontracting Plan Completion Section 1: Complete this section of the subcontracting plan, which is proposing firm’s contact information.

There is a requisition field in the section. The requisition field is the solicitation number or project ID.

Section 2: List subcontracting opportunities and express the percentage of participation in the appropriate column. Goals do not exist for this project.

Section 3: If all work is done in-house, then complete Section 3 for Self Performing Justification.

Section 4: This is where proposing firm’s signature is required. Proposers must submit a completed and signed HUB Subcontracting Plan (HSP) with their proposal. Failure to do so will result in disqualification.

Method A (Attachment A): Use Method A to identify subcontractors. A Method A form must be completed for each subcontracting opportunity identified in Section 2, including the subcontractor name, vendor identification number, and expected percentage of participation.

Summary Complete Sections 1-4. Identify subcontractors by using Method A, Attachment A Form, disregard the tiny print instructions and the yes and no boxes. TxDOT Civil Rights requires that firms identify subcontractors for the opportunities listed in Section 2. So, if there are 5 opportunities in Section 2, there should be 5 Method A, Attachment A Forms listing the subcontractor providing that service.

TxDOT is still tracking subcontractors; therefore, the subcontracting plan is mandatory. Failure to submit a signed subcontracting plan with relevant Method A, Attachment A Forms will result in immediate disqualification.

TxDOT encourages all consultants to submit a draft HUB Subcontracting Plan (HSP) for review no later than seven (7) calendar days prior to the proposal due date. With the proposal deadline extended to April 1, 2026, draft HSPs should be submitted no later than noon, March 25, 2026.

Preproposal Conference Questions/Response Question 1: The RFP states that a proposer may be on more than one proposal. Is this limited in any way or can a proposer be listed on multiple proposals as a sub-provider?

Response 1: There is no limitation on being a sub-provider. Firms can be listed on multiple proposals as a sub-provider.

Question 2: The RFP notes 3 awards. Are those anticipated to be awarded for geographic areas, or just any particular rhyme or reason to that?

Response 2: No, firms will be expected to provide services statewide.

Question 3: Page five of the RFP indicates that readability may be considered while scoring how well the information is presented. Is this referring to structure and organization of the proposal with respect to matching the information provided in the proposal? To the information requested in the RFP? Or is this referring to the collective syntax of the contents?

Response 3: It means to ensure that what ENV is asking for is what firms are providing. It also means, providing good grammar, without misspellings. Does the proposal clearly state what we need? If the proposal looks like it's been thrown together and evaluators have to hunt around to find direct responses, then firms will be scored on that.

Question 4: On the personnel, I guess the minimum and maximum number of projects on the on Attachment

B, Appendix-1, Personnel Qualifications - The min and maxes do not sync up with the min/maxes provided on the actual attachments 4,5,6,7 for the key personnel. The question is which one governs?

Response 4: (continued) The minimum and maximum project requirements referenced in the draft Contract (Attachment 10) apply post-award and describe the expectations should a firm request to change personnel after contract execution.

Question 5: Same with the key personnel... in the past ENV has accepted, one person doing multiple roles. I would assume that with the categorization this time, is it still the case?

Response 5: Yes. For instance, if a person qualifies for Senior GIS Analyst and a CGP Environmental

Technician and have great qualifications, firms are allowed to present those people in both of those positions.

Question 6: RFP page 45 for PM. What is the max project TxDOT wishes be demonstrated for PM as this will be scored?

Response 6: See response 4.

Question 7: It says for PM and MS4 environmental technician, you've asked for two to four projects for two experience categories and one to two projects for the third. Does this mean that we should submit 4 total projects for each?

Response 7: See response 4.

Question 8: Is the five page limit for backup materials, a per project limit?

Response 8: Yes.

Question 9: Who are the incumbents on this contract now?

Response 9: Atkins, Terracon, and TRC. ENV contract information is kept up to date at Scientific services contracts - requests for proposal. On that page a schedule of TxDOT Environmental Affairs contracts can be found.

Question 10: Can ongoing projects be used or they all need to be completed projects?

Response 10: Completed projects.

Question 11: There does not appear to be any temporal limits to projects. Is that the case?

Response 11: Correct. For certain categories firms can receive bonus points for projects completed within the last 10 years, but there is no time limit on how old the project is.

Question 12: So for the PM, there is no time limit in there?

Response 12: No.

Bonfire Questions/Response HSP/HUB Related HUB Question 1: The Texas Comptroller announced on December 2, 2025, that the state’s Historically

Underutilized Business (HUB) program has been restructured under emergency rules and will now operate as VetHUB. As a result, we understand the former HUB program is no longer operating in its prior form. To ensure our proposal is responsive, please provide TxDOT’s direction for this solicitation:

a) Should we still submit the standard HUB HSP (and address the 26% goal)? If so, please advise how TxDOT wants this handled given we are unable to locate any currently certified “HUB” firms under the prior program structure.

b) If the HUB goal is not being tracked for this procurement, as stated in the Pre-RFP, what specifically should be provided in the HSP form (e.g., “N/A” entries with an explanatory narrative, subcontractor list only, outreach/good faith effort documentation, etc.)?

HUB Response 1: See Civil Rights Revised Subcontracting Plan Completion.

HUB Question 2: For purposes of evaluating HUB participation, will firms that previously qualified as

HUBs, but potentially no longer are considered HUBs or not VetHUB certified, be eligible to count toward the HUB Subcontracting Plan goals, particularly in cases where overall HUB goals are stated as not counting toward scoring? This is very confusing as to how the HSP should be completed. The Pre-Proposal conference stated this would be addressed. Will there be an extension to the deadline after an alleged addendum or clarification?

HUB Response 2: See Civil Rights Revised Subcontracting Plan Completion.

HUB Question 3: Given recent changes, travel schedules and availability challenges associated with

VetHUBs (and formerly certified HUB firms) listed in the CMBL, we had already reached to, would TxDOT consider additional flexibility or clarification regarding good-faith outreach documentation for this solicitation?

HUB Response 3: See Civil Rights Revised Subcontracting Plan Completion. A good faith effort and demonstration thereof (proof the respondent has contacted three HUBs and notified 2 trade organizations) is not necessary.

RFP Related Question 1: For deliverables such as a SWMP, will TxDOT provide the report format, or can the contractor use their own report format that meets all requirements?

Response 1: The format of the deliverables will be decided per the needs of the work authorization. In some cases TxDOT will provide the required format, in some cases the contractor may be able to use another format as long as it meets requirements.

Question 2: What are TxDOT’s current GIS software requirements?

Response 2: ArcGIS 3.43

Question 3: Can the CGP Environmental Technician and Senior GIS Analyst be employed by a subprovider?

Response 3: Yes. The RFP does not require the CGP Environmental Technician or Senior GIS Analyst to be employed by the Proposer. These positions may be provided by a subprovider, provided all minimum qualifications and proposal requirements are met.
