About this file

This is an attachment to a Texas state contract opportunity that outlines firm and team experience requirements for proposers responding to a TPDES/NPDES permit compliance and stormwater management services contract. The state requests demonstration of successful project completion across four primary technical categories: field surveys and sampling activities for MS4 permit requirements including outfall mapping and IDDE programs with GIS expertise (minimum two projects, maximum four); TPDES/NPDES MS4 permit support including permit applications, SWMP authoring and updates, and annual reporting (minimum two projects, maximum four); construction general permit compliance including stormwater erosion and sediment control evaluation, SWP3 development, and training materials (minimum two projects, maximum four); and TMDL and impaired water body projects including I-Plan development and data analysis (minimum one project, maximum two). Proposers may receive bonus points for projects associated with transportation right-of-way and those completed within the past ten calendar years, with a maximum of four bonus-eligible projects in each category. Each project submission must include a completed form identifying the relevant section, project name, location, cost, dates, team members and their roles, client information, contract details, and supporting documentation limited to five pages maximum.

Proposers must provide detailed descriptions of project purpose and deliverables in 100 words or less, descriptions of specific work performed by team members in 200 words or less, and descriptions of how each project improved client processes or permit compliance in 100 words or less. For sections 1.1 through 1.3, a minimum of two verifiable projects and a maximum of four verifiable projects must be submitted, while section 1.4 has no minimum project limit and a maximum of two verifiable projects. Proposers are encouraged to attach backup materials such as report excerpts, screenshots, deliverables, and client statements to support project verification.
