About this file
This is Addendum No. 1 to a Request for Proposals issued by the Texas Department of Transportation Environmental Affairs Division for statewide environmental projects focused on stormwater services under Solicitation 601CT0000005606. The solicitation seeks multiple contract awards on a statewide basis for MS4 program administration and related services, with work assigned through task order work authorizations that specify tasks, deliverables, schedules, and budgets. Deliverables may include inspections, outfall screening, GIS deliverables, training materials, and other environmental services as detailed in the RFP. A pre-proposal conference was held with transcription and presentation materials anticipated by noon on Tuesday, March 10, 2026. The proposal question deadline was March 6, 2026, with no extension granted. The contract term and estimated dollar amount are specified in the primary RFP document located on Adobe page 1 of 22. This solicitation is issued under TxDOT's Scientific Services contracting authority rather than the Professional Services Engineering/Architectural program.
The HUB goal requirement has been removed from this solicitation, though proposers are encouraged to submit draft Historically Underutilized Business (HUB) Subcontracting Plans for Civil Rights review by March 13, 2026. Proposers will not be disqualified if the HSP is incomplete, provided it is properly completed to the best of the proposer's ability and signed. This contract does not require TxDOT precertification as it operates under Scientific Services authority. The three existing statewide stormwater services contracts expire on June 20, 2027, with no extensions currently anticipated; work authorizations to new awardees will be issued without waiting for incumbent contract expiration. Additional clarifications regarding minimum and maximum numbers of Key Personnel projects were anticipated by March 10, 2026, with no proposal deadline extension granted. All required RFP documents, including Appendix 1, are available on the TxSmartBuy platform at https://www.txsmartbuy.gov/esbd/601CT0000005606, and proposers must submit responses through both ESBD and Bonfire systems with acknowledgment of this addendum attached to the proposal cover page.

Questions/Response Question 1: The downloadable files posted to Bonfire does not include the RFQ or the associated Appendix-
1. Please provide these key documents.
Response 1: Vendors must utilize both ESBD and Bonfire to successfully submit a proposal. The RFP, which includes Appendix-1 and the downloadable files needed to upload to Bonfire can be found at https://www.txsmartbuy.gov/esbd/601CT0000005606
Question 2: Several of the attachments appear to be mandatory for submission, including qualifications tied to MS4 program administration. Clarification needed on whether those qualifications are required regardless of the specific services being proposed, or if firms may submit for a subset of the scope that aligns with their core capabilities.
Response 2: The MS4 services outlined in the contract scope are required services to be provided.
Question 3: Many of the qualification forms reference Appendix 1. We want to confirm whether Appendix 1 is included in a primary solicitation document and ensure we are reviewing the complete set of materials, as it appears central to how the required forms and pricing structure connect.
Response 3: See Response 1.
Question 4: Requesting clarification on the following Scope coverage (statewide vs. district-based assignments and task order structure).
Response 4: These contracts can award work statewide. Work is awarded via work authorizations that will specify tasks, deliverable schedule, and budget.
Question 5: Requesting clarification on Expected deliverables (inspections, monitoring, SWPPPs, reporting frequency, data management).
Response 5: Expected deliverables are work authorization specific, but could include and not limited to inspections, outfall screening, GIS deliverables, training materials, etc. The scope of work is covered in the RFP.
Question 6: Is this contract for statewide coverage or will awards be broken out by TxDOT regions?
Response 6: Statewide.
Question 7: Which TxDOT precertification is required for this contract?
Response 7: This solicitation is issued under TxDOT’s Scientific Services contracting authority, not the
Professional Services (Engineering/Architectural) program that uses precertification categories.
https://www.txsmartbuy.gov/esbd/601CT0000005606
Question 8: What is the estimated contact dollar amount and length?
Response 8: The contract dollar amount is located on Adobe page 1 of 22 (document page 6 of 60). The contract term is specified in Attachment 10, Section 2.
Question 9: How many contracts will be awarded?
Response 9: The number of contracts to be awarded is identified on Adobe page 1 of 22 (document page 6 of 60).
Question 10: Please clarify the HUB goal, if any.
Response 10: The HUB goal has been removed. Proposers are encouraged to submit potential subcontracting opportunities in a draft HSP for Civil Rights review by March 13, 2026.
Question 11: When does TxDOT anticipate providing the pre-proposal conference transcription, presentation slides and any additional reference materials discussed during the meeting?
Response 11: ENV anticipates providing the transcript no later than noon, Tuesday 3/10/26.
Question 12: Given that proposer questions are due by the close of business on March 6, will TxDOT consider extending the question deadline to allow proposers adequate time to review the transcription and/or HUB/ VetHUB/HSP materials once they are issued and clarified?
Response 12: No, no additional time can be granted.
Question 13: Would TxDOT consider extending the proposal due date into April to allow additional time for
HUB (and/or VetHUB) coordination, outreach and confirmation, particularly in light of the current confusion surrounding certification status and limited availability of firms listed in the CMBL, and the geographic locations of said firms, across the State?
Response 13: No. Provided the HUB Subcontracting Plan (HSP) is completed to the best of the proposer’s ability and properly signed, proposals will not be disqualified based on the absence of HUB coordination. Proposers are encouraged to submit potential subcontracting opportunities in a draft HSP for Civil Rights review by March 13, 2026.
Question 14: Are the three existing Statewide Stormwater Services contract holders anticipated to receive one-year extensions, consistent with the discussion surrounding potential extensions granted on other TxDOT contracts due to the budgetary issues?
Response 14: ENV does not currently anticipate any extension to the current contracts expiring on 6/20/27.
Question 15: If the three existing Statewide Stormwater contracts are extended, does TxDOT anticipate delaying issuance of Work Authorizations to the successful new awardees until the three current contracts expire?
Response 15: No. See response above.
Question 16: TxDOT indicated that clarifications would be provided regarding the desired minimum/maximum number of projects for the Key Personnel. Can TxDOT confirm when those clarifications will be issued, and whether they will be addressed via an addendum, and if an addendum is issued, would TxDOT consider an extension of the proposal due date?
Response 16: ENV anticipates providing the clarifications no later than noon, Tuesday 3/10/26. No, no additional time can be granted.
Question 17: When will the transcript from the pre-RFP meeting be posted on Bonfire?
Response 17: See Response 11.
