About this file

This is an Attachment 5 document from a Request for Proposal (RFP) for a Texas state or local contract opportunity, establishing qualifications and evaluation criteria for an MS4 Environmental Technician position. The document provides standardized forms and instructions for proposers to demonstrate the qualifications of their proposed MS4 Environmental Technician, requiring submission of education credentials, work history, and stormwater experience documentation. Proposers must submit between a minimum of two and maximum of four verifiable projects that showcase the technician's relevant experience. The RFP includes bonus point opportunities for projects associated with transportation right-of-way and those completed within the last ten calendar years. For each project submission, proposers must provide comprehensive information including project name, location, total cost, start and end dates, client contact information, and detailed descriptions of the work performed, project purpose, deliverables, and compliance or process improvements achieved. Proposers are encouraged to submit supporting documentation such as excerpts from reports, training materials, or client statements, limited to a maximum of five pages per project, to verify the technician's qualifications and project involvement.

The document does not specify pricing terms, contract duration, renewal options, set-asides, incumbent information, or funding sources. The submission format emphasizes verification and substantiation of the MS4 Environmental Technician's direct involvement in stormwater-related projects, with particular emphasis on innovation and measurable improvements to client processes or permit compliance. The attachment serves as a qualification evaluation tool rather than a standalone contract document and does not contain information regarding bid submission deadlines, award dates, or other contractual terms that would typically appear in the main RFP documents.
