About this file

This is Addendum No. 3 issued by the Texas Department of Transportation Environmental Affairs Division for solicitation 601CT0000005606, a Request for Proposals for Statewide Environmental Projects – Stormwater Services. The primary change contained in this addendum revises the proposal submission deadline from the original date of March 20, 2026, to 12:00 noon on April 1, 2026. Proposals must be submitted via Bonfire by the revised deadline, and respondents are required to acknowledge receipt of this addendum by attaching it as a PDF to the proposal cover page when completing the submission for Attachment 1. All other terms and conditions of the solicitation remain unchanged except as specifically stated in this addendum.

The addendum addresses nine reopened questions regarding bonus point scoring mechanisms for the evaluation process. Key clarifications include confirmation that bonus points are awarded based on projects associated with transportation right-of-way or completed within applicable timeframes specific to each category (5 or 10 years depending on the role), with the points applied within applicable qualification categories without increasing the overall maximum evaluation score of 100 points. TxDOT does not disclose internal scoring formulas, weighting calculations, or role-specific bonus point allocations beyond what is expressly stated in the solicitation. The addendum also confirms that minimum and maximum numbers of verifiable projects for Firm and Team Experience (7 minimum and 14 maximum) remain unchanged as previously documented on Adobe Page 14 of the RFP.

Reopened Questions/Response Question 1: How do the potential "Bonus Points" work?

Response 1: Bonus points are awarded based on projects associated with transportation right-of-way or completed within the applicable timeframe.

Question 2: How many total bonus points are available?

Response 2: TxDOT does not publish or disclose internal scoring formulas, weighting calculations, or role specific bonus point allocations beyond what is expressly stated in the solicitation.

Question 3: Are these points in addition to the total points for each Key Personnel role?

Response 3: While these bonus points will be included in the score, it will not cause any proposal to exceed the possible allowed points as stated in the RFP.

Question 4: Are bonus points awarded ONLY if a project was BOTH "associated with transportation right-of-way AND completed within the applicable timeframe, which appears to be either 5 or 10 years, depending on the reference?

Response 4: See Response 1.

Question 5: Alternatively, can partial bonus points be awarded if only one of these criteria is met?

Response 5: Bonus points are awarded based on response 1.

Question 6: Regarding the potential "Bonus Points," all three categories, MS4, CGP and Senior GIS, reflect bonus point eligibility in both the original RFP and Addendum 1. However, there appears to be an inconsistency between the responses to Question 4 and Question 11. The response to Question 4 states that MS4 bonus points require projects completed within the past 10 years, while CGP and Senior GIS bonus points reference projects completed within the past 5 years.

In contrast, the response to Question 11 states, "....For certain categories firms can receive bonus points for projects completed within the last 10 year, but there is no time limit on how old the project is." Please clarify this discrepancy between Response 4 and Response 11, specifically, whether all categories, MS4, CGP and Senior GIS roles, may receive bonus points for projects completed within the past 10 years?

Response 6: Addendum No. 2, Response 4 clarifies the number of years for each category.

Question 7: Are the potential bonus points awarded in addition to the 25 points allocated across the MS4 role, with a maximum of 11.5 points, the CGP role, with a maximum of 7.5 points, and the Senior GIS Analyst role, with a maximum of 6 points?

Response 7: Any bonus points, if awarded, are applied within the applicable qualification category and do not increase the overall maximum evaluation score of 100 points.

Question 8: If so, how are the bonus points weighted, specifically, how many bonus points are available for each role?

Response 8: See Response 2.

Question 9: Can you please confirm that the min/max for firm and team project descriptions is 7 / 14 (which corresponds to the limits for key individuals)?

Response 9: See RFP Adobe Page 14 of 22 (document page 19 of 60). The minimum and maximum number of verifiable projects for Firm and Team Experience identified in each subsection (Sections 1.1–1.4) are correct as written and remain unchanged.
