About this opportunity
The Greater Orlando Aviation Authority (GOAA) is seeking competitive proposals for North Terminal Complex (NTC) Concessions Package 12, a food and beverage concession opportunity at Orlando International Airport. Specifically, the solicitation targets a quick-service restaurant concept focused on healthy food options, located in Airside 2 and occupying approximately 1,107 square feet. The Aviation Authority's primary objective is to provide an innovative, modern, and visually appealing concession that exceeds traveler expectations and positions the airport as a memorable destination. The contract term is 12 years, with a target opening date of June 2026, and the minimum annual concession fee is $240,000. Evaluation criteria will include factors such as ACDBE participation, customer service quality, proposer experience, concept innovation, facility improvements, and financial return to the Aviation Authority. Key proposal requirements include a minimum capital investment of $500 per square foot for concessions space, freshly-prepared menu offerings addressing various dietary needs, and commitment to sustainable practices like 100% compostable serviceware. The RFP was released on February 2, 2025, with proposal submissions due by May 2, 2025, and anticipated Aviation Authority approval scheduled for July 16, 2025.
The solicitation includes a significant Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 30% of total anticipated concession revenues. The Aviation Authority has established specific limitations on concession program participation, restricting any single proposer to no more than 20% of food and beverage program square footage and 25% of retail program square footage. Desired menu concepts should include options like smoothies, acai bowls, healthy wraps, and salads, with preferences for local, regional, or national brands that offer vegan, vegetarian, dairy-free, and gluten-free selections. Prohibited items include alcoholic beverages, vending machines, popcorn, and unrelated merchandise. The concession space requires a minimum initial improvement investment of $600 per square foot for food service, $200 per square foot for seating, and $500 per square foot for retail. Financial terms include a complex fee structure involving monthly payments based on the greater of a fixed minimum fee or a percentage of gross receipts, with different rates applied to food, non-alcoholic beverages, alcoholic beverages, and employee sales. The total concession program spans 201,474 square feet across 17 packages, with the Aviation Authority maintaining discretion to ensure a competitive and high-quality airport experience.
