About this file
This is a Concessions Design Criteria Manual prepared by the Greater Orlando Aviation Authority (GOAA) for the North Terminal Complex (NTC) Concessions Package 12 at Orlando International Airport in Florida. The solicitation seeks competitive proposals for a quick-service restaurant concept focused on healthy food options located in Airside 2, encompassing approximately 1,107 square feet. The Aviation Authority's primary objective is to provide innovative, modern, and visually appealing concessions that exceed traveler expectations and establish the airport as a memorable destination. The RFP was released on February 2, 2025, with proposal submissions due by May 2, 2025, and anticipated Aviation Authority approval scheduled for July 16, 2025. The concession contract term is 12 years with a target opening date of June 2026. Desired menu concepts include smoothies, acai bowls, healthy wraps, and salads with preferences for local, regional, or national brands offering vegan, vegetarian, dairy-free, and gluten-free selections, while prohibited items include alcoholic beverages, vending machines, popcorn, and unrelated merchandise.
The minimum annual concession fee is $240,000, with a required minimum capital investment of $500 per square foot for concessions space, $600 per square foot for food service improvements, $200 per square foot for seating, and $500 per square foot for retail improvements. Financial terms include monthly payments based on the greater of a fixed minimum fee or a percentage of gross receipts with differentiated rates for food, non-alcoholic beverages, and employee sales. The solicitation establishes a significant Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 30% of total anticipated concession revenues. The Aviation Authority has implemented restrictions limiting any single proposer to no more than 20% of food and beverage program square footage and 25% of retail program square footage. Proposers must commit to sustainable practices including 100% compostable serviceware and demonstrate experience, financial capability, and commitment to customer service quality. Evaluation criteria include ACDBE participation, customer service quality, proposer experience, concept innovation, facility improvements, and financial return to the Aviation Authority.
