About this file
This is an Award Limitation Status document issued by the Greater Orlando Aviation Authority establishing concession program participation caps for the North Terminal Complex (NTC) Concessions Program at Orlando International Airport. The document outlines the allocation of 201,474 total square feet across 17 packages divided into three phases plus future/other categories, with Phase 1 comprising 82,833 square feet in 8 packages, Phase 2 containing 59,861 square feet in 7 packages, and Phase 3 encompassing 19,090 square feet in 2 packages. The Food & Beverage program totals 136,387 square feet while the Retail program comprises 65,087 square feet. Package 12, the subject concession opportunity, is a Phase 2 food and beverage offering of 1,107 square feet with a target opening date of June 2026, a 12-year contract term, and a minimum annual concession fee of $240,000. The RFP was released February 2, 2025, with proposal submissions due May 2, 2025, and anticipated Aviation Authority Board approval scheduled for July 16, 2025.
The Aviation Authority has implemented award limitations restricting any single proposer to no more than 20 percent of the North Terminal Food and Beverage Program and 25 percent of the North Terminal Retail Program based on square footage, with "proposer" defined to include affiliated entities and those with 20 percent or greater equity interest. The limitation applies to the current awarded packages distributed among multiple operators including OTG Concessions Management LLC, Areas MCO 2 JV LLC, SSP America MCO II LLC, The Marshall Retail Group LLC, NewsLink of Orlando NTC I LLC, and VRG Orlando LLC. Package 12 requires a minimum capital investment of $500 per square foot for concessions space, freshly-prepared menu offerings addressing dietary needs, and 100 percent compostable serviceware. The solicitation includes a 30 percent Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of total anticipated concession revenues. The Aviation Authority reserves the right to re-evaluate the limitation policy to maintain market competitiveness, ensure quality service, attract quality proposers, and ensure adequate financial returns.
