About this opportunity

The Greater Orlando Aviation Authority (GOAA) is seeking competitive proposals for the North Terminal Complex (NTC) Concessions Package 11, specifically a Food and Beverage Concession located in Airside 2 of Orlando International Airport. The opportunity is for a 1,873 square foot gourmet coffee concept that will provide freshly-brewed hot and cold beverages, pre-packaged snacks, sandwiches, salads, and breakfast items, with a strong emphasis on sustainability and dietary inclusivity. The solicitation requires a local, regional, or national brand gourmet coffee concept that offers quick service for travelers, with menu items addressing all day parts and including gluten-free and vegetarian options. The procurement involves a 10-year lease term targeting a June 2026 opening, with a pre-proposal meeting scheduled for February 7, 2025, and proposals due by May 2, 2025. Evaluation criteria will include ACDBE participation, customer service, demonstrated experience, concepts and menu quality, concession improvements, and financial return to the Aviation Authority, with the ultimate goal of creating a lively and memorable destination that reflects the Central Florida experience.

The contract includes a significant Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 30% of total anticipated concession revenues. Proposers must make a minimum initial improvement investment of $600 per square foot for food service, $200 per square foot for seating, and $500 per square foot for retail spaces. The initial Minimum Annual Concession Fee is set at $543,000, with proposers required to submit a percentage of gross receipts for food and non-alcoholic beverage sales (minimum 10%). The Greater Orlando Aviation Authority has established award limitations preventing any single proposer from being awarded more than 20% of the food and beverage program based on square footage. Existing infrastructure includes the newly developed North Terminal Complex, with the concession space strategically located to maximize passenger traffic and accessibility. While specific incumbent vendors for this exact package are not explicitly named, the airport has previously awarded concession packages to companies like OTG Concessions Management, LLC and SSP America MCO II, LLC, indicating a competitive and diverse concessions marketplace.
