The NTC Concessions Program encompasses 201,474 square feet across 17 packages, comprising 136,387 square feet of food and beverage space and 65,087 square feet of retail space. The program is divided into three phases: Phase 1 (82,833 sq. ft., 8 packages), Phase 2 (59,861 sq. ft., 7 packages), and Phase 3 (19,090 sq. ft., 2 packages), with an additional 39,690 square feet designated for future or other uses. Package 11, a gourmet coffee food and beverage concession in Airside 2, comprises 1,873 square feet and is located within Phase 2. The pre-proposal meeting is scheduled for February 7, 2025, with proposals due May 2, 2025, and a targeted opening date of June 2026. The concession agreement includes a 10-year lease term.
The Aviation Authority has imposed award limitations restricting any single proposer to no more than 20% of the North Terminal Food and Beverage Program and 25% of the North Terminal Retail Program based on square footage, with "proposer" defined to include affiliates and entities with 20% or greater equity interest. Current awards have been distributed among multiple operators including OTG Concessions Management LLC, Areas MCO 2 JV LLC, SSP America MCO II LLC, The Marshall Retail Group LLC, NewsLink of Orlando NTC I LLC, and VRG Orlando LLC. Proposers must meet an Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 30% of total anticipated concession revenues and make minimum initial improvement investments of $600 per square foot for food service, $200 per square foot for seating, and $500 per square foot for retail spaces. The initial Minimum Annual Concession Fee is $543,000, with proposers required to submit a percentage of gross receipts for food and non-alcoholic beverage sales with a minimum of 10%. The Aviation Authority reserves the right to re-evaluate limitation policies to maintain market competitiveness, ensure quality service, attract quality proposers, and ensure adequate financial returns.
