About this file

The document is an Award Limitations Overview for the Orlando International Airport's North Terminal Complex (NTC) Concessions Program, prepared by the Greater Orlando Aviation Authority in February 2025. The comprehensive plan details the allocation of food and beverage and retail concession spaces across three phases and future development areas, totaling 201,474 square feet distributed across 17 packages. The program aims to strategically award concession opportunities while maintaining a competitive and diverse marketplace, with specific limitations on the percentage of square footage a single proposer can be awarded.

The document outlines strict award limitations, preventing any single proposer from being awarded more than 20% of the food and beverage program or 25% of the retail program based on square footage. Notable awarded proposers include OTG Concessions Management, LLC, The Marshall Retail Group, LLC, and NewsLink of Orlando NTC I, LLC, with packages distributed across theme retail, duty-free, experiential spaces, and retail merchandising units. The Aviation Authority reserves the right to re-evaluate the limitation policy to ensure quality service, attract quality proposers, and maintain adequate financial returns. The program includes provisions for defining proposers, including affiliates and entities with substantial interest (defined as a 20% or greater equity interest), to prevent monopolization of the concession opportunities.
