Package 11 Food Service Concession Solicitation Summary
This is a Request for Proposals (RFP) document issued by the Greater Orlando Aviation Authority (GOAA) for a gourmet coffee food service concession at Orlando International Airport's North Terminal Complex. The solicitation seeks competitive proposals for a 1,873 square foot food and beverage operation located in Airside 2, with a 10-year lease term targeting a June 2026 opening date. The concession must provide freshly-brewed hot and cold coffee and tea beverages along with pre-packaged snacks, sandwiches, salads, branded yogurts, fruit, and baked goods. Menu offerings must address all day parts including breakfast, lunch, and dinner with expedited morning service featuring breakfast sandwiches, bagels, oatmeal, and other grab-and-go items. The concept must emphasize dietary inclusivity by offering gluten-free, vegetarian, vegan, and dairy-free options. A pre-proposal meeting is scheduled for February 7, 2025, with proposals due by May 2, 2025. The GOAA has established strict sustainability requirements mandating 100 percent compostable serviceware, contactless ordering and payment options, and prohibiting non-compostable single-use items such as plastic bags, straws, and polystyrene products.
The minimum annual concession fee is $543,000 with proposers required to submit a percentage of gross receipts for food and beverage sales (minimum 10 percent). Initial improvement investment requirements are $600 per square foot for food service, $200 per square foot for seating, and $500 per square foot for retail spaces, with a minimum mid-term investment obligation of 15 percent of actual original improvements. An Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 30 percent of total anticipated concession revenues applies to this opportunity. The Aviation Authority restricts any single proposer from being awarded more than 20 percent of the food and beverage program based on square footage. Non-permitted items include alcoholic beverages, smoothies, vending machines, popcorn, gum, and merchandise not associated with the brand. The GOAA prioritizes meaningful local, regional, and national brands and requires compliance with Florida State liquor laws. Voluntary specifications encourage proposers to incorporate organic agricultural products from Florida, sustainable seafood, humanely-treated meat without hormones or antibiotics, and products free of artificial additives and genetically modified organisms.
