About this file

This is a Request for Proposals (RFP) issued by the Greater Orlando Aviation Authority (GOAA) for a Food and Beverage Concession in the North Terminal Complex (NTC) Concessions Package 11 at Orlando International Airport in Florida. The solicitation seeks proposals for a gourmet coffee concept occupying 1,873 square feet in Airside 2, featuring freshly-brewed hot and cold beverages, pre-packaged snacks, sandwiches, salads, and breakfast items with emphasis on sustainability and dietary inclusivity. The concession will operate under a 10-year lease term with a targeted June 2026 opening date. A pre-proposal meeting is scheduled for February 7, 2025, with proposals due by May 2, 2025. The evaluation criteria will include Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation, customer service quality, demonstrated experience, concept and menu quality, concession improvements, and financial return to the Aviation Authority.

Proposers must meet a 30% ACDBE participation goal based on total anticipated concession revenues and make minimum initial improvement investments of $600 per square foot for food service, $200 per square foot for seating, and $500 per square foot for retail spaces. The initial Minimum Annual Concession Fee is $543,000, with proposers required to submit a percentage of gross receipts for food and non-alcoholic beverage sales with a minimum of 10%. The Greater Orlando Aviation Authority has established award limitations preventing any single proposer from being awarded more than 20% of the food and beverage program based on square footage. The airport has previously awarded concession packages to companies such as OTG Concessions Management, LLC and SSP America MCO II, LLC, indicating a competitive and diverse concessions marketplace. The North Terminal Complex is newly developed infrastructure strategically located to maximize passenger traffic and accessibility, serving an airport that handled 57.7 million passengers in 2023 and operates with no local tax dollars.
