About this opportunity

Broward County Aviation Department (BCAD) is seeking a qualified vendor to conduct a comprehensive lead emissions screening at North Perry Airport (HWO), a high-traffic general aviation airport in Pembroke Pines, Florida. The project requires developing a site-specific assessment framework for evaluating lead emissions from piston-engine aircraft operations, with key deliverables including soil and air sample collection, analysis, and benchmarking against comparable airports and regulatory standards. Vendors must propose scientifically sound methodologies for discovering and planning sampling techniques, execute stakeholder engagement through at least two public meetings with multilingual materials, and prepare draft and final reports with executive summaries and data visualizations. The evaluation criteria will allocate 100 points across five categories: professional personnel qualifications (25 points), project approach (20 points), past performance (30 points), location certification (5 points), and pricing (20 points). The solicitation was posted on November 26, 2025, with proposals due by December 22, 2025, and a total project duration of 110 calendar days from the Notice to Proceed. Proposing firms must submit a detailed project schedule identifying key milestones and deliverables, with work aligned to FAA and EPA requirements and supporting the FAA's Eliminate Aviation Gasoline Lead Emissions (EAGLE) initiative.

The procurement includes procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE) as outlined by the Office of Economic and Small Business Development (OESBD). Certified SBE or CBE vendors may receive preferential treatment, such as the opportunity to match bids within 10% for Invitations to Bid or being considered highest-ranked if scoring within 5% of the top proposer in Request for Proposals. The solicitation encourages participation from local businesses, with specific location certification requirements and potential preference points. While no incumbent vendor is specified, the project requires vendors to have expertise in environmental testing, with preferred qualifications including certifications such as EPA National Lead Laboratory Accreditation Program (NLLAP), National Environmental Laboratory Accreditation Program (NELAP), or ISO/IEC 17025 Accreditation. The total project value is anticipated to be under $500,000, requiring County Administrator approval. Vendors must provide comprehensive documentation, including detailed references, litigation history, criminal history screening practices certification, and compliance with various county ordinances related to lobbying, business operations, and ethical standards.
