About this file

This is an evaluation criteria document for a Request for Proposal (RFP) issued by Broward County Aviation Department (BCAD) in Florida for a comprehensive lead emissions screening project at North Perry Airport (HWO). The project encompasses developing a site-specific assessment framework, collecting and analyzing soil and air samples, benchmarking findings against regulatory standards, and preparing draft and final reports with data visualizations. The scope also includes stakeholder engagement through public meetings and multilingual outreach, with all work requiring alignment with Federal Aviation Administration (FAA) and Environmental Protection Agency (EPA) requirements to support the transition to unleaded aviation fuels. The evaluation process is structured around 100 total points distributed across five criteria categories.

The evaluation criteria prioritize the qualifications and relevant experience of the project team, with a maximum of 25 points allocated to the ability of professional personnel, including demonstrated experience with contaminant screening projects, aviation gasoline lead emission assessments at operational general aviation airports, and relevant certifications such as EPA National Lead Laboratory Accreditation Program (NLLAP), National Environmental Laboratory Accreditation Program (NELAP), or ISO/IEC 17025 Accreditation. The project approach is weighted at 20 points and should include a clear assessment framework, scientifically sound data collection methods, benchmarking against regional and national datasets, quality assurance protocols, and innovative mitigation strategies. Past performance accounts for 30 points combined (20 points for the prime vendor's experience over the past five years with minimum three references, and 10 points for project team-specific experience). Location certification is worth 5 points, and pricing is weighted at 20 points based on the formula: (Lowest proposed price/Proposer's price) x 20. The document emphasizes that vendors failing to submit required information by the solicitation closing date may receive no points for the corresponding evaluation criteria.
