About this file

This Scope of Work document pertains to a lead emissions screening project at North Perry Airport (HWO) administered by the Broward County Aviation Department (BCAD) in Pembroke Pines, Florida. The project seeks a qualified vendor to develop a comprehensive assessment framework for lead emissions from piston-engine aircraft operations at this high-traffic general aviation reliever airport that handles over 330,000 annual operations. Key services requested include discovering and planning a site-specific sampling methodology, conducting benchmarking analysis against comparable general aviation airports, collecting and analyzing soil and air samples using scientifically defensible techniques with appropriate quality assurance and quality control protocols, and executing stakeholder engagement through at least two public meetings with multilingual and culturally appropriate materials. The vendor must also prepare draft and final reports with executive summaries and data visualizations that comply with FAA and EPA requirements. The total project duration is 110 calendar days from the Notice to Proceed, with proposing firms required to submit a detailed project schedule identifying key milestones and deliverables, including stakeholder review periods.

The project focuses on BCAD's commitment to environmental stewardship and alignment with the FAA's Eliminate Aviation Gasoline Lead Emissions (EAGLE) initiative, addressing community concerns regarding 100-octane Low Lead (100LL) aviation gasoline use. The scope emphasizes transparent communication and coordination with airport staff while maintaining safety protocols for working in an active airfield environment. Vendor proposals should demonstrate scientifically sound methodologies and address property owner consent for any off-site testing activities. The RFP encourages innovative, cost-effective, and technically sound approaches and notes that procurement preferences apply to Small Business Enterprises (SBE) and County Business Enterprises (CBE) as outlined by the Office of Economic and Small Business Development (OESBD). The document indicates that while a detailed Scope of Work is provided for reference, it is not prescriptive, allowing proposers flexibility in their technical approach.

North Perry Airport (HWO) - Lead Emission Screening

Scope of Work

Background and Purpose

The Broward County Aviation Department (BCAD) is initiating a lead emissions screening project at North Perry Airport (HWO) in response to community concerns and recent regulatory developments regarding the use of 100-octane Low Lead (100LL) aviation gasoline. This initiative supports BCAD’s commitment to environmental stewardship, transparency, and alignment with the FAA’s Eliminate Aviation Gasoline Lead Emissions (EAGLE) initiative.

North Perry Airport is a high-traffic general aviation reliever airport located in Pembroke Pines, Florida, with over 330,000 annual operations. The airport is surrounded by residential and community facilities, making environmental monitoring and community engagement critical components of this project.

Project Objectives

The selected vendor will support BCAD in achieving the following objectives:

• Develop a site-specific framework for assessing lead emissions from piston-engine aircraft operations.

• Collect and analyze empirical data on airborne and soil lead concentrations.

• Benchmark findings against comparable airports and regulatory standards.

• Provide actionable recommendations to mitigate lead exposure and support the transition to unleaded aviation fuels.

• Facilitate transparent communication and community engagement throughout the project.

Scope of Services

BCAD seeks a qualified vendor to propose a comprehensive approach to lead emissions screening. The vendor’s proposal should address, but not be limited to, the following service areas:

Discovery and Planning

• Propose a methodology for identifying sampling locations and designing a scientifically defensible screening strategy.

• Include considerations for airport operations, environmental conditions, and community proximity.

• Address coordination with airport staff and safety protocols for working in an active airfield environment.

Benchmarking and Comparative Analysis

• Propose a benchmarking strategy using data from comparable general aviation airports.

• Identify key metrics for comparison (e.g., lead concentrations, mitigation strategies, operational profiles).

• Summarize how benchmarking will inform HWO’s environmental strategy.

Data Collection and Analysis

• Propose a plan for collecting and analyzing soil and air samples on and potentially off airport property.

• Include proposed sampling techniques, laboratory methods, QA/QC protocols, and data interpretation strategies.

• Address how the vendor will obtain property owner consent for offsite testing, if applicable.

Stakeholder Engagement and Outreach

• Propose a community engagement plan that includes at least two public meetings.

• Describe how the vendor will develop multilingual, culturally appropriate materials.

• Include logistics, facilitation, and documentation strategies for stakeholder events.

Reporting, Deliverables and Timeline

The total project duration is expected to be completed within 110 calendar days from the issuance of the Notice to Proceed (NTP). Proposing firms should submit a project schedule that aligns with this timeframe, clearly identifying key milestones and deliverables. The proposed timeline should include stakeholder review periods and a reporting structure that outlines the submission of draft and final reports, executive summaries, and data visualizations. The reporting approach must also address compliance with applicable FAA and EPA requirements.
