About this opportunity
The Kenton County Airport Board is requesting sealed bids for the North ARFF Station 2 Kitchen Remodel at Cincinnati/Northern Kentucky International Airport, with bids due August 20, 2026 at 2:00 pm ET and a mandatory pre-bid site visit on July 30, 2026 at 10:00 am. This FAA Airport Improvement Program-funded project carries Buy American certification requirements under 49 USC 50101 for all steel and manufactured goods.
The scope encompasses comprehensive kitchen renovation including selective demolition, installation of plastic-laminate-faced architectural cabinets with solid surface countertops, ceramic tile flooring and wall bases, aluminum-framed storefronts, suspended ceiling systems (2x2 vinyl-faced in kitchen, 2x4 acoustical in adjacent areas), new lighting with occupancy sensors and dimming controls, interior painting, and integrated plumbing, electrical, fire protection, and electronic safety systems. The KCAB will procure and furnish new kitchen equipment; the contractor must install it and relocate existing equipment to temporary storage during construction. Work includes modifications to the main corridor and vestibules. Environmental and operational controls are strict: work hours restricted Monday–Saturday, 7:00 am–5:00 pm; dust control mandatory; 60–90°F and 25–55% relative humidity maintained; all workers must comply with a code of conduct including restrictions on smoking, alcohol, firearms, and fraternization with airport personnel. One alternate bid addresses drywall ceiling painting and lighting replacement in corridor and vestibule areas.
The total appropriations budget is $622,500, consisting of $500,000 construction, $50,000 design, $55,000 construction administration and inspection, $16,500 contingency, and $1,000 force labor. The project is financed through local CAPEX funding. Contractor must commence work within 10 days of Notice to Proceed, achieve substantial completion within 4 months, and complete final closeout within 30 days thereafter. Liquidated damages apply for schedule failure. All line items are quoted as lump sum on the bid tab.
Bidders must submit a Proposal Bond of at least 5% of the total main bid amount and, upon award, Performance and Labor/Material Payment Bonds each equal to 100% of contract value from a surety rated at least "A" by Best Insurance Reports and authorized in Kentucky. Mobilization costs are limited to 10% of total project cost. Award will be made to the lowest qualified responsive bidder within 120 days of bid opening. Questions are due August 10, 2026 at 11:59 pm, with answers posted by August 13, 2026 at 11:59 pm. All work carries a one-year guarantee from Final Acceptance; joint sealants carry a five-year manufacturer warranty; aluminum-framed entrances carry a ten-year special warranty.
Mandatory compliance certifications include Buy American Certification, Non-Debarment or Suspension, Certification of Offeror-Bidder Regarding Tax Delinquency and Felony Convictions, Equal Employment Opportunity Certification, Affirmative Action Certification, Non-Segregated Facilities Certification, and Disclosure of Lobbying Activities. The contractor must submit evidence of qualifications to conduct business under Kentucky law within five days of Notice of Award. All subcontracts ≥ $10,000 require federal employment compliance. Pre-bid RSVP is required by July 29, 2026 through KCAB's online portal at https://procurement.opengov.com/portal/cvgairport; site visit attendance is limited to two persons per company. Bids must be submitted electronically through the same portal. Anticipated contract implementation date is September 1, 2026.
