About this file
This is a Business Case document and associated state and local contract opportunity for the Kenton County Airport Board (KCAB) in Kentucky involving the North ARFF Station 2 Kitchen Rehabilitation project. The project scope encompasses the complete redesign and remodeling of the kitchen and dining areas at North ARFF Station 2, including replacement of cabinets, appliances, plumbing, lighting, and painting, with associated mechanical, electrical, and plumbing (MEP) work to address deficiencies identified in the 2024 NARFF Facility Assessment. A pre-bid meeting and site visit will be held on Thursday, July 30, 2026 at 10:00 am at North ARFF Station 2, 81 Clay Drive, Hebron, Kentucky 41048. Questions must be submitted by 11:59 pm on Monday, August 10, 2026, with answers posted no later than Thursday, August 13, 2026 at 11:59 pm. Bids are due by Thursday, August 20, 2026 at 2:00 pm, with no bids accepted after that time unless extended by KCAB addendum. The project is scheduled for contract negotiation finalization and notice to proceed in Q1 2026, with design completion targeted for Q2 2026 and construction completion by May 26, 2026.
The total appropriations request for the project is $622,500.00, consisting of $500,000.00 for construction and installation, $50,000.00 for design, $55,000.00 for construction administration and inspection, $16,500.00 for contingency, and $1,000.00 for force labor. Design cost estimates are 80 percent certain based on comparable budgets for similar kitchen rehabilitation projects. The project is funded through CAPEX project funding and addresses critical infrastructure needs including the correction of an improperly sloped existing kitchen drain line that causes frequent backups and the removal of the garbage disposal. The primary business objective is to provide North ARFF firefighter occupants with a safe, comfortable, and clean space for mealtime activities while reducing future maintenance repairs and increasing kitchen functionality. The project will be executed through engagement with an on-call design provider for design and construction services.

Current Situation/Background Information
The kitchen at North ARFF Station 2 requires a complete rehabilitation, including replacement of cabinets, appliances, and plumbing. The existing kitchen drain line is improperly sloped, resulting in frequent backups. Due to the misaligned drain line beneath the floor, the garbage disposal had to be removed. In addition, the kitchen and dining areas, lighting, and painting spaces should be redesigned and remodeled to address deficiencies.
