About this opportunity
The City of Dallas Office of Community Care and Empowerment (OCCE) is issuing a Notice of Funding Availability (NOFA) for the Housing Opportunities for Persons with AIDS (HOPWA) Program, seeking multiple subrecipients to provide housing assistance and related supportive services for low-income persons living with HIV and their families in the Dallas Eligible Metropolitan Statistical Area. The program, funded through a U.S. Department of Housing and Urban Development (HUD) grant, offers funding opportunities across seven service categories: Emergency/Tenant Based Rental Assistance, Facility Based Housing, Emergency Vouchers, Master Leasing, Housing Information Services, Supportive Services Only, and Facility Rehabilitation/Repair. Potential subrecipients must demonstrate at least 12 months of relevant experience providing housing or services to persons with HIV/AIDS and comply with specific program requirements. The NOFA was posted on July 11, 2025, with applications due by August 1, 2025, and an anticipated contract start date of October 1, 2025, for a one-year term with potential two one-year renewal options. Applications will be evaluated based on a 100-point scoring system that assesses organizational capacity (20 points), work plan (40 points), evaluation plan (20 points), and cost/budget (20 points).
Eligible applicants include public agencies, non-profit and for-profit entities, partnerships, and joint ventures. The program does not require matching contributions but expects leveraged resources, with administrative expenses capped at 7% of service activity funds. Organizations must be registered in the System for Award Management (SAM) and comply with federal regulations, including housing quality standards and equal access rules. The total estimated funding available is $4,270,740 for fiscal year 2025-26, with allocations varying across service categories from $29,372 for Emergency Vouchers to $1,840,400 for Facility Based Housing. Participants must have an HIV diagnosis, reside in the Dallas EMSA (Collin, Dallas, Denton, Ellis, Hunt, Kaufman, and Rockwall Counties), and meet income limits typically not exceeding 80% of the area median income. Subrecipients are required to participate in the local Homeless Management Information System (HMIS), maintain detailed client records, and submit monthly performance and expenditure reports.
