About this file
This document is an attachment to a Housing Opportunities for Persons with AIDS (HOPWA) contract from the City of Dallas Office of Community Care and Empowerment, involving multiple potential subrecipients for housing assistance and supportive services for low-income individuals living with HIV/AIDS in the Dallas Eligible Metropolitan Statistical Area (Dallas EMSA), which includes Collin, Dallas, Denton, Ellis, Hunt, Kaufman, and Rockwall Counties. The City is seeking organizations to provide services across multiple categories including Emergency/Tenant Based Rental Assistance, Facility Based Housing, Emergency Vouchers, Master Leasing, Housing Information Services, Supportive Services Only, and Facility Rehabilitation/Repair, with funding provided through a U.S. Department of Housing and Urban Development (HUD) grant.
The contract stipulates detailed eligibility requirements for participants, including having an HIV diagnosis, residing in the Dallas EMSA, and meeting specific income limits (typically not exceeding 80% of area median income). Funding does not require matching contributions, but leveraged resources are expected and will be evaluated. Administrative expenses are capped at 7% of received funds, and the contract emphasizes scattered housing units, individual housing plans, and transition strategies to permanent housing programs. Eligible costs include operating expenses, supportive services, administrative functions, and specific housing-related expenditures, with strict guidelines on allowable and non-allowable costs. The program prioritizes providing temporary housing, supportive services, and pathways to stable, independent living for individuals with HIV/AIDS.
