About this file

This document is an attachment detailing the Housing Opportunities for Persons with AIDS (HOPWA) Provisions for the City of Dallas, specifically addressing scattered site housing assistance. The document outlines eligibility criteria for program participants, which includes individuals or families with an HIV diagnosis residing in the Dallas Eligible Metropolitan Statistical Area (Dallas EMSA) comprising Collin, Dallas, Denton, Ellis, Hunt, Kaufman, and Rockwall Counties, who meet specific income limits. The program offers two primary housing assistance types: Tenant Based Rental Assistance (TBRA) and Short-Term Rent, Mortgage, and Utility Assistance (STRMU), with participants required to meet additional criteria such as independent living capability and residing in eligible units.

The HOPWA program is funded through a U.S. Department of Housing and Urban Development (HUD) grant, with administrative expenses limited to 7% of received service activity funds. While no matching contribution is required, vendors are expected to track and report leveraged resources from other sources. The program emphasizes individualized housing plans, ongoing assessments, and "Moving On" strategies to transition participants into Section 8 Housing Choice Voucher or Public Housing programs. Supportive services include case management, adult day care, employment assistance, health services, and other critical support mechanisms, with a strict prohibition on charging fees to eligible persons beyond standard rent payments. The program prioritizes confidentiality, compliance with federal regulations, and comprehensive support for low-income persons living with HIV/AIDS.
