The following are the maximum income levels for the different number of family members. HUD publishes the income limits each year (typically in Spring) at https://www.huduser.gov/portal/datasets/hopwa-income-limits.html.

Note: For families with more than eight persons, HUD has developed a tool that should be used to calculate the extremely low-income limit for that area at https://www.huduser.gov/portal/datasets/il.html. Please use the FY 2025 Income Limits Documentation system, pick the area in question, and click the button to view the calculations. Then select “Click for More Detail” under the label “Extremely Low-Income Limits.” Near the bottom of the explanations, there is a drop-down box to select the number of household members needed (from 9 to 25).
B. If during the term of this Agreement, HUD modifies the maximum low-income level set forth above, CONTRACTOR will be bound by and comply with such modified income levels in accordance with HUD regulations.
C. Exhibit F, “Certification,” shall be prepared and submitted by the CONTRACTOR certifying that the individuals receiving services funded by this Agreement are Eligible Persons, as defined in Exhibit A, in accordance with the appropriate income limits specified by HUD.

Rent Standard (for TBRA and Master Leasing)
A. “Fair Market Rents” when used in this contract means the “fair market rents” published by the U.S. Department of Housing and Urban Development for the Dallas, TX HUD Metro FMR Area. Fair Market Rents are updated annually by HUD, usually in August or September, but effective October 1.
The City of Dallas HOPWA Program uses 120% of Fair Market Rent as the Rent Standard for Tenant Based Rental Assistance and Master Leasing projects. To be eligible for assistance, a unit receiving TBRA or Master Leasing assistance must have gross rent (rent, plus utility allowance) that does not exceed the lesser of the Rent Standard or Reasonable Rent.
Rent Standard October 1, 2024 through September 30, 2025 (unless modified by the City of Dallas with HUD approval)
| No. of Bedrooms |

*Fair Market Rents are updated annually by HUD, usually on September 1 but effective October 1.
Each year (following the transition year), the new Rent Standard will be effective, as follows:
· For Program Entry and Moves: October 1 of reach year
· For Annual Re-Certifications: December 1 of each year
**Fair Market Rents include utilities.
From HUD Guidance: The FMRs for unit sizes larger than four bedrooms are calculated by adding 15 percent to the four-bedroom FMR, for each extra bedroom. For example, the FMR for a five-bedroom unit is 1.15 times the four-bedroom FMR, and the FMR for a six-bedroom unit is 1.30 times the four-bedroom FMR. FMRs for single-room occupancy units are 0.75 times the zero-bedroom (efficiency) FMR.
Community-Wide Exception Rent Standard: By letter dated December 6, 2023, the HUD Fort Worth Field Office approved a community-wide exception rent standard at 120% of the HUD Published Fair Market Rent for the Dallas, TX HUD Metro FMR Area) for the City of Dallas HOPWA Program under CPD Notice 22‑10, Clarification of Rent Standard Requirement for the Housing Opportunities for Persons With AIDS (HOPWA) Program.
B. If during the term of this Agreement, HUD modifies Fair Market that changes the Rent Standard set forth above, CONTRACTOR will be bound by and comply with such modified Rent Standard.
C. The Rent Standard used to determine unit eligible shall be documented in the file for each Eligible Person receiving assistance that is subject to the Rent Standard.
