About this opportunity
The City of Tucson, located in Pima County, Arizona, is seeking proposals for an annual requirements contract for new vehicle batteries and related supplies through RFP No. 240121 in partnership with Axia Cooperative. The procurement is primarily intended to serve the City's Fleet Services Division and Fire Fleet Management, which operate a fleet of approximately 2,200 light-duty vehicles. The contract will exclusively cover new batteries, with no reconditioned options accepted, and may include installation services. Potential vendors must provide maintenance-free batteries for Fleet Services and lead-acid batteries with specific warranty terms for Fire Fleet Management. Batteries must be manufactured within 30 days of purchase and meet stringent technical specifications, including industry standard dimensions, full frame positive and negative grid construction, and compliance with Battery Council International (BCI) and Society of Automotive Engineers International (SAE) standards. A pre-submittal meeting is scheduled for March 7, 2024, at 11:00 am, with proposals due on April 2, 2024, at 2:00 pm. Vendors will be evaluated based on their product specifications, inventory capabilities, delivery options, technical support, warranty details, and quality assurance processes.
The solicitation encourages participation from diverse businesses and includes provisions for potential disadvantaged business enterprise involvement. The contract includes an administrative fee of 2% of contract sales and is designed to be accessible to public agencies nationwide through the Axia Cooperative purchasing program. The estimated annual contract volume is approximately $20,000,000 across participating public agencies, with the City anticipating spending approximately $5,000,000 over the three-year contract term. Vendors are encouraged to propose value-added programs such as rebate, discount, resale, or account credit programs for batteries replaced during routine maintenance. The contract includes provisions for potential multiple positional awards and may be extended for two additional one-year periods. Compliance with federal regulations, including those outlined in the American Rescue Plan Act (ARPA) and Federal Transit Administration (FTA) terms, will be required. Suppliers must commit to aggressive marketing, provide competitive pricing, and ensure their sales teams are trained to promote the master agreement effectively.
