About this opportunity
Escambia County, Florida is seeking qualified general contractors to perform residential rehabilitation work at 6245 Luther Street in Pensacola through an Invitation to Quote (ITQ) process. The scope of work is comprehensive and includes kitchen and bathroom fixture installations, flooring materials (luxury vinyl plank and carpet), HVAC equipment, hot water heater replacement, ceiling and lighting fixtures, roofing materials, gutters, windows, and plumbing work including a new rear hose bib installation. All electrical appliances must be Energy Star approved with LED bulbs, and installation requirements include new braided supply lines for plumbing, drywall finishing with taping and mudding, laminate countertops with four-inch backsplashes, and plywood or better cabinetry with solid hardwood fronts. The project is funded through the SHIP (State Housing Improvement Program) with a job number of NED-S-6245-040726 and is owned by Michael Stallworth. A mandatory pre-bid walk-through is scheduled for April 14, 2026 at 10:00 a.m. at the project site, with a deadline for submitting questions by April 21, 2026 at 1:00 p.m., and all bids must be submitted electronically through the OpenGov portal by April 22, 2026 at 1:00 p.m., with contractor selection anticipated for April 23, 2026. Eligible contractors must be Florida-licensed, insured, and in good standing with Escambia County, with new county contractors required to submit a letter of insurability along with proof of Florida Sunbiz registration, a completed W-9 form, and proof of current contractor licensure.
No set-aside designations or disadvantaged enterprise restrictions are specified in the procurement documents. The County requires all contractors to carry Commercial General Liability insurance of $1,000,000 minimum with Escambia County listed as certificate holder and additional insured, plus Worker's Compensation coverage; projects valued at $25,000 or higher require 100% Performance and Payment Bonds. The project has a 60-day completion deadline from the contract start date, with liquidated damages of $150 per day applicable for delays, and payment terms varying based on project value (lump sum at completion for projects under $15,000; 40% draw upon 50% completion for larger projects, with final payment upon substantial completion). All labor, overhead, permits, insurance, and profit must be included in itemized line-item pricing, and contractors must assume responsibility for protecting all surfaces and homeowner belongings during work. The County reserves the right to award line items individually for emergency services limited to roofing and septic or sewer work, and the budget range for this specific project is not explicitly stated in the procurement documents.
