About this opportunity

Escambia County, Florida is requesting quotes for residential rehabilitation at 230 Broussard Street under an RFQ with quotes due May 29, 2025 at 1:00 pm and a mandatory pre-quote meeting on May 20, 2025 at 10:00 am at the project site. Licensed, insured general contractors in good standing with the County are eligible; new contractors must submit a letter of insurability. All bids must be submitted through OpenGov Procurement.

The scope is electrical system upgrades to meet the National Electrical Code, including rewiring, new meter base and breaker panel installation where needed, hardwired smoke detectors with battery backup, new receptacles and switches throughout, LED fixtures, a new doorbell, and drywall repair and painting. The work must make the single-family residence safer, more energy efficient, and easier to access under the SHIP Housing Repair Program. Contractors must use specified brands for appliances (GE, Whirlpool, Delta, American Standard, Broan, Hunter), flooring (Shaw), and roofing (CertainTee), with allowance for substitution of like, similar, or equal-valued products. All electrical appliances must be Energy Star approved. Escambia County may award line items individually for emergency services limited to roofing and septic/sewer work.

Contractors must hold an Escambia County Competency Board License, Business/Occupational License, EPA RRP Renovator and Firm Certifications, and current W-9 and Sunbiz registration. For projects valued at $25,000 or higher, 100% performance and payment bonds are required prior to Notice to Proceed. Commercial general liability, automobile liability, and pollution liability insurance at $1,000,000 coverage is required, naming Escambia County as certificate holder and additional insured. The project has a 60-day completion timeline from Notice to Proceed with liquidated damages of $150 per day for delays. Pricing for bids under $15,000 is lump sum; bids exceeding $15,000 are eligible for a 40% draw upon 50% work completion, substantial completion draw of 150% less incomplete line items within 20 business days, and final payment upon completion and inspections. Questions are due May 28, 2025 at 1:00 pm. Quote review and opening occur May 30, 2025 at 11:30 am at 221 Palafox Place, Suite 305, Pensacola. No federal funding supports this project.
