About this file

This Bid Scope Materials List document supports a residential rehabilitation project for 230 Broussard Street in Escambia County, Florida, managed by the New Escambia Development (NED) organization. The scope specifies particular branded products and materials required for kitchen, bathroom, and general home renovations, including appliances (GE, Whirlpool, Delta, American Standard, Broan, and Hunter brands), flooring (Shaw products), fixtures, lighting, roofing (CertainTeed), and HVAC systems. The project requires contractors to adhere to specific installation standards, including the use of new braided supply lines for plumbing, proper finishing for trim work (putty, caulk, paint), complete drywall finishing procedures, laminate countertops with four-inch backsplashes, and cabinetry constructed from plywood or better with solid hardwood fronts and frames.

Licensed, insured, and bonded general contractors in good standing with Escambia County are eligible to bid, with new county contractors required to submit a letter of insurability. All electrical appliances must be Energy Star approved with LED bulbs. The scope permits Escambia County to award line items individually for emergency services limited to roofing and septic/sewer work. All bids must be submitted through OPENGOV. The contract includes a provision allowing contractors to substitute like, similar, or equal-valued products as alternatives to specified brands. Contractors bear responsibility for moving existing furniture while protecting all property, surfaces, and homeowner belongings from damage. Additional project information and inquiries should be directed to Scott Sanchez at NED, 850-595-0827, jssanchez@myescambia.com.
