About this opportunity
Escambia County is requesting quotes for residential rehabilitation work at 1207 W Cross Street, Pensacola, Florida under a SHIP Housing Repair Program project, with quotes due July 8, 2026 at 1:00 p.m. via OpenGov and a mandatory pre-bid meeting on June 30, 2026 at 10:00 a.m. Only licensed, insured general contractors in good standing with the County are eligible; new contractors must submit a letter of insurability.
The scope encompasses four primary line items quoted on a lump-sum basis: roofing (decking replacement, flashing, 30-year architectural shingles, gutter replacement, and tree trimming); siding (removal and replacement of rotten or damaged sections with vinyl lap siding and vented skirting); electrical work (rewiring to code, new meter base and breaker panel, hardwired smoke detectors, LED fixtures, and doorbell installation); and exterior door replacement (hurricane-rated metal clad doors with new locks, thresholds, and weather stripping). Interior work includes kitchen and bathroom improvements with specified brand appliances (GE range, Whirlpool refrigerator, Delta faucets, American Standard fixtures, Sterling surround), Shaw LVP flooring and carpet, HVAC components, and cabinetry constructed from three-quarter-inch plywood or better with solid hardwood fronts. All electrical appliances must be EnergyStar approved. Contractors must use braided supply lines and may substitute like, similar, or equal-valued products where exact specifications are unavailable.
The contract period is 60 days, with liquidated damages of $150 per day for overruns. Payment is lump-sum upon completion for projects under $15,000; projects exceeding $15,000 receive 40 percent upon 50 percent completion and substantial-completion draw thereafter. Projects valued at $25,000 or higher require 100 percent Performance and Payment Bonds. Escambia County reserves the right to award roofing and septic/sewer line items individually for emergency response. All work must comply with Escambia County Building Code, OSHA standards, and the Americans with Disabilities Act. Questions are due July 7, 2026 at 1:00 p.m. Contractor selection is anticipated July 9, 2026. Contact Scott Sanchez at 850-595-0827 or jssanchez@myescambia.com.
