SHIP Housing Repair Scope of Work – Escambia County Neighborhood Enterprise Division

This is a Scope of Work document for a Single-Family Housing Rehabilitation project issued by the Escambia County Neighborhood Enterprise Division (NED) under the SHIP Housing Repair Program for owner Phyllis Warren at 1207 W Cross Street, Pensacola, Florida. The project encompasses four primary repair categories: roofing (including decking replacement, flashing, gutters, and 30-year architectural shingles), siding (vinyl lap siding and skirting replacement), electrical work (rewiring, panel upgrades, hardwired smoke detectors, and LED fixtures), and exterior doors (hurricane-rated entry doors with locks and weather stripping). A mandatory on-site walk-through is scheduled for June 30, 2026 at 10:00 a.m., with quotes due by July 8, 2026 at 1:00 p.m. and quote review on July 9, 2026 at 1:00 p.m. at 221 Palafox Place, Pensacola, Florida. The project must be completed within a 60-day contract period, with liquidated damages of $150 per day assessed for work extending beyond this timeframe.

Pricing shall be submitted as itemized line-item costs with a total project cost, including all labor, overhead, permits, insurance, and profit integrated into each line item rather than listed separately. Payment structure varies based on project cost: projects under $15,000 receive lump-sum payment upon completion, while projects exceeding $15,000 are eligible for a 40 percent draw upon 50 percent work completion and a substantial completion draw thereafter, with final payment contingent upon inspection sign-off, homeowner acceptance, and contractor affidavit submission. Winning contractors must maintain current W-9, Sunbiz registration, worker's compensation insurance, and Commercial General Liability coverage with minimum $1,000,000 limits naming Escambia County as additional insured. Projects valued at $25,000 or higher require 100 percent Performance and Payment Bonds. Submissions are accepted only through the OpenGov portal, and the county reserves the right to award to the next most responsive bidder if required documentation cannot be produced timely. There is no federal funding allocated for this project.
