About this opportunity

Escambia County, Florida is issuing an Invitation to Quote (ITQ) for residential rehabilitation work at 106 Mandalay Drive through its Neighborhood Enterprise Division (SHIP) program. The procurement seeks qualified General Contractors to complete three primary scope areas: electrical system upgrades to meet National Electrical Code standards, including rewiring, new meter base, breaker panel, hardwired smoke detectors, LED fixtures, and receptacle/switch installation; mechanical system work to install a new HVAC system with condenser, handler, ductwork repairs, and digital thermostat; and optional drywall repairs. The scope also includes kitchen and bathroom renovations with specified appliances, plumbing fixtures, flooring materials, lighting fixtures, roofing materials (CertainTeed shingles and aluminum guttering), and windows, with all electrical appliances required to be ENERGY STAR approved. Contractors must be Florida-licensed, insured, and in good standing with the County; new contractors must submit a letter of insurability. Required submittals include proof of Florida Sunbiz registration or equivalent out-of-state business authorization, current W-9 form, and proof of contractor licensure. A mandatory pre-bid meeting is scheduled for April 15, 2026, at 10:00 am at the project site, with questions due by April 21, 2026, at 1:00 pm, and quote responses due by April 22, 2026, at 1:00 pm through the OpenGov electronic procurement portal only. Award selection will occur on April 23, 2026, with a 60-day completion deadline from contract start.
