About this file
This is a Bid Scope Materials List for a residential rehabilitation project managed by Escambia County, Florida, under the direction of the Northeast Florida (NED) division. The scope specifies detailed product requirements for a kitchen and bathroom renovation at 106 Mandalay Drive, including appliances (range, cooktop, microwave, hood vent, refrigerator), plumbing fixtures (kitchen and bathroom sinks, faucets, tub, shower, toilet), flooring (luxury vinyl plank and carpet), HVAC components, lighting fixtures, roofing materials (CertainTeed shingles and aluminum guttering), and windows. The project requires general contractors to be licensed, insured, and in good standing with the County, with new contractors required to submit a letter of insurability. Bids must be submitted through OPENGOV, and the County reserves the right to award line items individually for emergency services limited to roofing and septic/sewer work. No specific response dates, due dates, or award timelines are provided in this document.
The scope includes detailed construction standards requiring contractors to use braided supply lines for plumbing, putty and caulk trim work, tape and mud drywall repairs, repair drywall when replacing electrical wiring, and install square-edged laminate countertops with a 4-inch backsplash. Cabinetry must be constructed of plywood or better with solid hardwood fronts and frames, excluding particle board, with finished exposed ends and side-mounted drawer guides. All electrical appliances must be ENERGY STAR approved with LED bulbs. The contractor is responsible for moving furniture while homeowners retain responsibility for contents. Contractors are obligated to use like, similar, or equal valued products as specified, and must protect all surfaces and property from damage. No pricing information, set-asides, funding sources, or contract term details are provided in this materials list. Contact Scott Sanchez at 850-595-0827 or jssanchez@myescambia.com for questions regarding the rehabilitation project.
