About this opportunity
The State of Rhode Island Division of Purchases has issued a Master Price Agreement (MPA 416) Open Enrollment solicitation seeking qualified vendors to provide audiovisual and telecommunication systems for the University of Rhode Island, Rhode Island College, Community College of Rhode Island, and other state entities. The procurement establishes a two-tiered vendor list where contractors can provide either product-only solutions or comprehensive design, installation, integration, maintenance, and support services for audiovisual components in electronic classrooms, presentation rooms, conference rooms, and large auditoriums. Initial proposals are due by August 8, 2023, with the contract period running from January 1, 2024 through December 30, 2028, and potential renewal options for two additional 12-month periods. Vendors must register in the Ocean State Procures system and maintain specific insurance requirements, including $1 million in liability coverage, workers compensation, and automobile liability. Evaluation will be conducted on a pass/fail basis for inclusion on the qualified vendor list, with selection for specific projects determined by factors such as price, expertise, and vendor availability.
The solicitation includes specific set-aside requirements for minority, women, and veteran-owned businesses (MBE/WBE/VBE), mandating that when agencies request quotes for specific projects, at least one of three quotes must come from a certified vendor if such vendors are available on the qualified list. Vendors must complete an MBE Participation Acknowledgment Form and comply with state affirmative action regulations. The contract will be administered with a 1% administrative fee collected on all purchase orders, and participation is extended to political subdivisions, higher education institutions, municipal and state schools, and quasi-public agencies. While no specific contract value or budget range is explicitly stated, the open enrollment structure allows for ongoing vendor submissions through December 31, 2027, with no guaranteed minimum purchase amounts. Ordering and billing will be handled directly between vendors and participating entities, and the Division of Purchases reserves the right to make single or multiple awards and remove vendors from the qualified list at its discretion.
