About this opportunity
The State of Rhode Island Division of Purchases is soliciting proposals for a Master Price Agreement (MPA 52) for Open Enrollment Construction Renovations Minor services. This solicitation seeks licensed, qualified vendors experienced in carpentry, masonry, painting, and plastering for commercial, industrial, and residential facilities. The initial contract period runs from October 15, 2024, through September 30, 2027, with potential renewal for two additional 12-month periods. Vendors must submit proposals electronically through Ocean State Procures and will be evaluated on a pass/fail basis for inclusion on a qualified vendor list. Proposals can be submitted at any time during the open enrollment period, with vendors required to maintain specific insurance coverages, including $1,000,000 in liability coverage, $100,000 in workers compensation, and $1,000,000 in automobile liability. When specific projects arise, agencies will issue mini-bids to qualified vendors, requesting price quotes for particular scopes of work. The state reserves the right to make single or multiple awards and to remove vendors from the qualified list at its discretion.
The procurement is open to various organizations, with particular emphasis on Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Veteran Business Enterprises (VBEs). Political subdivisions, including municipalities, institutions of higher education, municipal and state schools, and quasi-public agencies are authorized to utilize this Master Price Agreement. A 1% contract administrative fee will be withheld from all invoices to support the state's eProcurement system. When obtaining quotes for specific projects, agencies must include at least one quote from an MBE/WBE/VBE certified vendor if such vendors are available on the qualified list. Vendors must complete a Vendor Certification Questionnaire and submit an MBE Participation Acknowledgment Form. While there are no specified guaranteed minimum purchase amounts, the agreement establishes a mechanism for state and local entities to procure construction renovation services on an as-needed basis. Vendors will be selected based on factors including price, expertise, availability, and compliance with the solicitation's requirements.
