About this opportunity
The Rhode Island Department of Administration/Division of Purchases is soliciting proposals through a Request for Qualifications (RFQ) for a Master Price Agreement (MPA 419) to provide comprehensive security systems services for all State agencies. The procurement seeks qualified vendors to offer maintenance, repair, and upgrade services for existing security systems, including potential additions, replacements, and component enhancements. Initial vendor submissions are due by February 28, 2026, with contract awards beginning May 1, 2026, and an initial contract term of three years, with options for two additional 12-month renewals. Vendors will be evaluated based on their qualifications, ability to meet technical requirements, compliance with state regulations, and capacity to provide security system services. The solicitation requires vendors to register in Ocean State Procures, submit electronic proposals, and meet specific insurance requirements, including $1,000,000 in general liability coverage and $100,000 in workers' compensation insurance. Proposals will be reviewed on a biannual basis, with selected vendors added to a qualified vendor list for potential future project assignments.
The procurement includes specific requirements for Minority Business Enterprise (MBE) participation, mandating that vendors submit an executed MBE Participation Acknowledgment Form with their proposal. Vendors must also complete extensive certifications addressing suspension/debarment history, potential conflicts of interest, and licensing compliance. No specific award value or budget range is explicitly stated, though the solicitation indicates there are no guaranteed purchasing volumes. The contract will be structured using a mini-bid process, allowing individual state agencies to request quotes and compare rates among qualified vendors. A one percent contract administrative fee will be withheld from invoices, with collected fees directed toward state procurement system implementation and maintenance. All proposals must be submitted electronically through the Ocean State Procures platform, with no alternative submission methods accepted, ensuring a standardized and transparent procurement process for security system services across Rhode Island state agencies.
