About this opportunity

The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) is issuing an Invitation to Negotiate (ITN) for a comprehensive Mobile Video Recording (MVR) solution for the Florida Highway Patrol (FHP). The procurement seeks to equip 2,400 patrol vehicles and 50 motorcycles with an advanced video recording system that provides 360-degree coverage for standard vehicles and 240-degree coverage for motorcycles. The solution must include integrated Automated License Plate Reader (LPR) technology, wireless microphones, and optional body-worn cameras. Vendors must provide a complete system with cameras, recording equipment, software, storage, and maintenance services delivered as a monthly subscription. The evaluation process is multi-staged, including initial document review, demonstrations from February 3-6, 2026, a testing phase from February 16 to March 27, 2026, and negotiations with top three finalists from April 8-10, 2026. Proposals are due January 20, 2026, at 2:00 p.m. ET, with a response opening at 2:30 p.m. the same day. Contractors must provide 24/7/365 support with one-hour response time for critical failures and complete all installations within six months of pilot completion.

The contract covers Leon County and extends statewide across 12 FHP troop locations, with a five-year initial term and optional five-year renewal. The total annual contract value is capped at $5,000,000, with pricing submitted as a monthly subscription fee on an "as-a-service" basis. A performance bond of $5,000,000 per year is required, and the Department will retain ownership of all data and hard drives. The current infrastructure includes Panasonic Toughbook 55 laptops with 4G LTE connectivity and approximately 400 terabytes of existing data that must be migrated to the new system. Vendors must complete compliance certifications, including PUR 2023 and PUR 2024 forms, which require certification that commodities are not produced using forced labor and do not involve coercive labor practices. Financial consequences range from $50 to $1,000 per day for failure to meet specific performance standards. The procurement allows for repair labor costs and complete replacement costs to be submitted as separate line items, providing flexibility for potential equipment issues throughout the contract term.
