About this file
Exhibit 3 is a supporting document for the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) Invitation to Negotiate (ITN) for a Mobile Video Recording (MVR) solution for the Florida Highway Patrol (FHP). The exhibit provides a geographical map and accompanying list identifying the 12 FHP troop locations statewide where the MVR system will be deployed: Troop A (Panama City), Troop B (Lake City), Troop C (Tampa), Troop D (Orlando), Troop E (Miami), Troop F (Fort Myers), Troop G (Jacksonville), Troop H (Tallahassee), Troop I (Northern Region CVE), Troop J (Southern Region CVE), Troop K (Florida Turnpike, Ocoee), and Troop L (Lake Worth). The procurement encompasses equipping approximately 2,400 patrol vehicles and 50 motorcycles with 360-degree camera coverage for standard vehicles and 240-degree coverage for motorcycles, integrated with Automated License Plate Reader (LPR) technology and wireless microphones. Proposals were due January 20, 2026, at 2:00 p.m. ET, with vendor demonstrations scheduled for February 3-6, 2026, testing from February 16 to March 27, 2026, and negotiations with finalists from April 8-10, 2026. The contract term is five years with an optional five-year renewal.
The total annual contract value is capped at $5,000,000, with pricing submitted on a monthly subscription basis as an as-a-service model. Contractors must provide 24/7/365 support with one-hour response time for critical failures and complete all installations within six months of pilot completion. A performance bond of $5,000,000 per year is required. The current infrastructure includes Panasonic Toughbook 55 laptops with 4G LTE connectivity and approximately 400 terabytes of existing data requiring migration to the new system. Vendors must complete PUR 2023 and PUR 2024 compliance certifications confirming that commodities are not produced using forced labor. Financial penalties range from $50 to $1,000 per day for failure to meet specific performance standards. The Department retains ownership of all data and hard drives, and contractors may submit separate line items for repair labor costs and complete replacement costs.
