About this file

This is a compliance certification form document related to an Invitation to Negotiate (ITN) issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for a Mobile Video Recording (MVR) solution to outfit the Florida Highway Patrol (FHP). The ITN seeks a comprehensive MVR system for 2,400 patrol vehicles and 50 motorcycles, providing 360-degree coverage for standard vehicles and 240-degree coverage for motorcycles, integrated with Automated License Plate Reader (LPR) technology, wireless microphones, and optional body-worn camera capability. The solution must be delivered as a monthly subscription service including cameras, recording equipment, software, data storage, and maintenance. Proposals are due January 20, 2026, at 2:00 p.m. ET with response opening at 2:30 p.m. the same day. The procurement includes a multi-staged evaluation process with vendor demonstrations scheduled for February 3-6, 2026, a testing phase from February 16 to March 27, 2026, and negotiations with the top three finalists from April 8-10, 2026. The contract covers Leon County with statewide deployment across 12 FHP troop locations, includes a five-year initial term with an optional five-year renewal, and requires completion of all installations within six months of pilot completion.

The total annual contract value is capped at $5,000,000 with pricing submitted on a monthly subscription basis. Vendors must provide 24/7/365 support with a one-hour response time for critical failures and post a performance bond of $5,000,000 per year. The Department retains ownership of all data and hard drives and will migrate approximately 400 terabytes of existing data from current Panasonic Toughbook 55 laptops with 4G LTE connectivity to the new system. Financial penalties range from $50 to $1,000 per day for failure to meet specific performance standards. All responding vendors must complete compliance certifications including PUR 2023 and PUR 2024 forms, certifying that commodities are not produced using forced labor and do not involve coercive labor practices. The contract allows vendors to submit repair labor costs and complete replacement costs as separate line items, providing flexibility for potential equipment issues throughout the contract term. An Addendum 1 was issued on January 12, 2026, with a revised price sheet.
