About this file
This Addendum No. 1 document modifies the Invitation to Negotiate (ITN) for a Mobile Video Recording (MVR) solution issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for the Florida Highway Patrol (FHP). The addendum revises the calendar of events, technical requirements, and evaluation criteria for the procurement of an MVR system to equip 2,400 patrol vehicles and 50 motorcycles with 360-degree video coverage capabilities. Key dates include a written inquiry deadline of December 23, 2025, at 3:00 p.m. ET, with departmental responses provided on January 12, 2026. Replies are due January 20, 2026, at 2:00 p.m. ET, with opening at 2:30 p.m. the same day via conference call. Demonstrations are scheduled for February 3-6, 2026, followed by an initial testing phase from February 16 through March 27, 2026, with up to three respondents conducting system installations in five patrol vehicles and two motorcycles at FHP Headquarters in Tallahassee. Negotiations with selected finalists are anticipated for April 8-10, 2026, with a notice of intent to award posted on May 19, 2026. Installations must be completed within six months of successful pilot testing, and the contract includes a five-year initial term with renewal options. The addendum clarifies technical specifications requiring interior cameras with 1080P minimum resolution, compatibility with Panasonic Toughbook 55 laptops using 4G LTE connectivity, 512 GB minimum on-board storage, and remote video offloading without in-vehicle routers. Technical evaluation scores remain at 1,100 total points, with video viewing, storage, off-loading, sharing, and redaction increased to 250 points.
The addendum confirms that all deliverables align with a final implementation plan to be submitted within fifteen days of contract execution, followed by a final installation schedule due within five days thereafter. The Contractor is responsible for providing five-year minimum warranties on all equipment and software, maintaining sufficient replacement component supplies throughout the contract term, and delivering complete systems with all necessary accessories to designated locations. The Department will not accept router installation in vehicles and requires seamless remote video offloading via the agency-provided laptop 4G LTE network without disrupting other data communications. Installation, repairs, warranty, and recall provisions are scored at 100 points in technical evaluation, while a revised price sheet (Attachment F) is incorporated effective January 12, 2026. The addendum includes twelve questions and answers addressing system compatibility, camera specifications, video offloading capabilities, body-worn camera battery requirements, and acceptance of electronic signatures, clarifying that pricing is structured on an "as-a-service" basis with no separate line items for Body Worn Camera unit replacement.

FLHSMV-ITN-035-26 Page 3 of 15
After demonstrations, initial testing may be conducted with up to three (3) Respondents. The Department reserves the right to request initial testing with more or less than the top four Respondents if it is determined by the Department to be in the best interest of the state to do so. Initial testing sessions will be scheduled as deemed necessary by the Department and held at a location determined by the Department.
The initial testing phase of the MVR Solution will consist of each Respondent installing their system for testing in five (5) selected FHP vehicles and two (2) motorcycles located in Tallahassee at FHP Headquarters for a two (2) week, fourteen (14) calendar-day period. During this initial test phase, the selected FHP vehicles and motorcycles will utilize the installed system in real-time situations to determine if the system will function as needed. Once the two (2) week, 14 calendar-day, testing period is complete, the Respondent will uninstall the MVR systems from the five (5) FHP vehicles and two (2) motorcycles.
