About this opportunity
The State of Utah is issuing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for the MK26-17 Case Management Platform supporting the Maternal Early Childhood Sustained Home-Visiting (MECSH) Model. The Utah Department of Health and Human Services, Division of Family Health, is procuring a comprehensive case management platform designed to support evidence-based home-visiting services for pregnant women and families with young children. The platform must integrate all relevant home-visiting data into the existing Family Reporting Platform to meet contract monitoring and federal reporting requirements, with key deliverables including system configuration, phased rollout implementation, ongoing technical support, system security assurance, and continuous hosting and maintenance throughout the contract term. Critical objectives include supporting program operations and data collection, ensuring compliance with federal reporting requirements, and maintaining service continuity for families beginning to receive services in June 2026, with federal reporting measures due by September 29, 2026, and a federal reporting deadline of October 31, 2026. The qualified vendor must demonstrate specialized knowledge of Utah's federal reporting requirements and data calculations for the home-visiting program, possess technical expertise in integrating systems with the existing Family Reporting Platform, and be capable of meeting strict timeline constraints to avoid service disruptions. The procurement was posted on February 9, 2026, with a challenge period deadline of February 16, 2026, allowing other qualified vendors to contest the sole-source determination during this window. All prospective contractors must comply with Utah Code 63G-27 et seq., certifying non-engagement in economic boycotts or boycotts of the State of Israel.
The State of Utah has identified the Family Reporting Corporation as the incumbent vendor and proposed awardee for this non-competitive contract based on the impracticality exception to standard procurement, citing significant transitional costs, technical and operational challenges of integrating with the existing Family Reporting Platform, specialized vendor knowledge requirements, security considerations related to multi-vendor data transmission, and critical federal reporting deadlines that would be jeopardized by alternative procurement methods. No set-aside designations or disadvantaged enterprise restrictions are specified in the procurement documents. The contract involves Utah state funding dedicated to the MECSH program infrastructure and operations, with an estimated contract value of $225,000.00 and no freight costs identified. The anticipated contract term is five years with annual renewal options, providing sustained support for the case management platform's operations and maintenance. The vendor must ensure continuity of care through registered nurse documentation requirements and maintain compliance with state and federal data security and privacy regulations throughout the contract period.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
