About this opportunity
The County Commissioners of Charles County, Maryland, are seeking bids for a comprehensive infrastructure project along Mill Hill Road in Waldorf, involving three distinct scopes: Mill Hill Road Improvements, Mill Hill Water Line Extension, and Mill Hill Overlay & Pavement Markings. The road improvements will reconstruct approximately 2,350 linear feet from Davis Road to Devonfield Avenue, including road widening, full-depth pavement reconstruction, storm drainage upgrades, stormwater management facilities, curb and gutter, sidewalks, and utility relocations. The water line extension will install approximately 1,282 linear feet of 12-inch diameter and 86 linear feet of 8-inch diameter ductile iron pipe to interconnect neighborhoods and improve water system reliability, including fire hydrants, valves, and water connections. The overlay and pavement marking component will place 1-1/4" of hot mix asphalt on approximately 1,600 linear feet of Mill Hill Road, 160 linear feet of Jay Street, and 100 linear feet of Frances Street. The bid response is due on March 6, 2025, at 11:00 am, with a total contract duration of 540 consecutive calendar days from the Notice to Proceed. The procurement requires a 5% bid bond and includes prevailing wage requirements for highway construction. Funding sources include bond proceeds, pay-go funds, and a developer contribution. Contractors will be required to provide performance and labor bonds, and the project includes contingency items allowing flexibility in execution. The county will utilize web-based prevailing wage reporting software and require comprehensive documentation, including as-built drawings, geotechnical reports, and various certifications upon project completion. A one-year maintenance warranty is required, with potential retainage of 5% held until project completion and acceptance. The project aims to improve road safety, drainage, and water system reliability in the Waldorf area, with design services provided by multiple engineering firms including George, Miles & Buhr, LLC, Hillis-Carnes Engineering Associates, and Environmental Resources, Inc.
