About this opportunity

The Orange County Transportation Authority (OCTA) is requesting bids for methane detection system service and maintenance under IFB 250322, with bids due June 1, 2026 at 11:00 a.m. This is a prevailing wage contract subject to Davis-Bacon labor provisions and Disadvantaged Business Enterprise (DBE) program requirements.

The scope covers comprehensive service and maintenance of methane detection systems across five OCTA facilities: Garden Grove Base, Anaheim Base, Irvine Sand Canyon Base, Santa Ana Base, and Laguna Hills Transportation Center. Equipment includes SEC-3100 sensor transmitters with SEC 3500 Controllers, General Monitor IR5000 Open Path Hydrocarbon Gas Monitoring Systems, Sierra Monitor Model 5200 and 5100 units, and Sierra Monitor Sentry Controller Systems with Allen Bradley SLC 500 components. Work includes triannual calibration and functionality testing, unscheduled maintenance labor, and repair parts. Contractors must comply with California prevailing wage rates and Davis-Bacon requirements, maintain detailed payroll records, and submit certified weekly payrolls within seven days. Prevailing wage violations trigger ten percent withholding (minimum $1,000, maximum $10,000) from progress payments and potential contract termination.

The estimated contract value is $260,000 over a four-year term (July 1, 2026 through June 30, 2030). The independent cost estimate breaks down as $108,400 for calibration and testing ($27,100 annually), $83,600 for unscheduled maintenance labor ($20,900 annually), and $68,000 for repair parts ($17,000 annually). Pricing must include all direct and indirect costs, freight, and profit; parts under $500 require no supporting documentation, while those exceeding $500 require cost substantiation. Parts are invoiced at contractor cost plus markup, weighted at 10 percent for evaluation; lump-sum total price receives 90 percent weighting. Quoted prices must remain firm throughout the contract term with no increases permitted.

A hybrid pre-bid conference is scheduled for May 11, 2026 at 2:00 p.m. in Room 07. Questions are due May 13, 2026 at 5:00 p.m.; OCTA responses follow May 20, 2026. Addendum #2 Revision was issued May 19, 2026 and must be acknowledged in proposals.

Contractors must carry Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation as required by California law, Employers' Liability ($1 million), and Professional Liability ($1 million), with OCTA named as additional insured and proof of coverage due within ten days of agreement execution. Award is anticipated June 29, 2026.
