About this opportunity
The Florida Department of Management Services is issuing an Invitation to Bid (ITB 26-25101600-ITB) to establish a statewide term contract for medium and heavy trucks, with bids due October 27, 2026 at 9:00 a.m. and public bid opening at 10:00 a.m. the same day. The Department intends to make multiple awards statewide or by region and reserves the right to award to one or multiple bidders or make no award in the State's best interest.
The scope encompasses six vehicle groups across 23 sub-groups: chassis cabs, flat bed dump trucks, dump trucks, flat bed stake body trucks, dry freight trucks, and truck tractors classified as Class 3 through Class 8 under Federal Highway Administration standards. All vehicles must be new, unused, current production model years, diesel-powered with Federal Motor Vehicle Safety Standards compliance and automatic air brake drain systems. Contractors must place orders within seven calendar days of purchase order receipt and deliver in-stock vehicles within fourteen calendar days or factory-ordered vehicles within 120 calendar days. Contractors must maintain at least one factory-authorized service station in Florida for warranty repairs and must respond to customer price quote requests within two business days. Pricing is based on Manufacturer's Suggested Retail Price (MSRP) discounts; all costs including freight, delivery to any Florida destination, vehicle preparation, standard warranties, and installation are included in quoted prices.
Award is based on a weighted formula: initial term base vehicle discount (45 percent), initial term OEM options and parts discount (15 percent), renewal term base vehicle discount (30 percent), and renewal term OEM options and parts discount (10 percent). The contract term is three years with an option to renew for an additional three years upon mutual written agreement. The previous contract averaged $1,836,447 annual spend. Florida businesses receive a preference equal to the preference granted by the lowest bidder's home state, or a default five percent preference if the lowest bidder's state does not grant such preferences.
Questions are due by 11:00 a.m. September 29, 2026, with Q&A posting anticipated October 13, 2026. Notice of Intent to Award is anticipated November 10, 2026, with contract start January 1, 2027. Bidders must submit responses through MyFloridaMarketPlace Sourcing Event via SAP Business Network and monitor the Vendor Information Portal throughout the procurement. Responses must include Attachments B (Mandatory Responsive Requirements), C (Discount Sheet), J (MSRP Certification Form), L (Principal Place of Business Letter), N (Forced Labor Attestation), and O (Coercion for Labor Attestation). Procurement officer is Alyssa Wallace, Purchasing Analyst, at (850) 410-2426 or Alyssa.Wallace@dms.fl.gov.
