About this file
This document is a Questions and Answers response with Addendum No. 1 for Florida Department of Management Services' Invitation to Bid (ITB) No. 26-25101600-ITB for Medium and Heavy Trucks. The ITB establishes a statewide term contract for medium and heavy trucks across six vehicle groups and 23 sub-groups, including chassis cabs, dump trucks, flatbed dump trucks, stake body trucks, dry freight trucks, and truck tractors classified as Class 3 through Class 8. The Department intends to award up to three term contracts per representative model within each sub-group to responsive and responsible bidders offering the highest total calculated MSRP discount. All vehicles must be new, unused, current production model year, diesel-powered with Federal Motor Vehicle Safety Standards compliance. Contractors must place orders within seven calendar days of purchase order receipt, deliver in-stock vehicles within fourteen calendar days, and deliver factory-ordered vehicles within 120 calendar days. The initial contract term is three years with a renewal option for an additional three years. Bidders must submit responses through MyFloridaMarketPlace Sourcing Event, and the bid deadline was October 27, 2026, at 9:00 a.m.
Award evaluation is based on a weighted formula comprising initial term base vehicle discount (45 percent), initial term OEM options and parts discount (15 percent), renewal term base vehicle discount (30 percent), and renewal term OEM options and parts discount (10 percent). All pricing must include freight, delivery to any Florida destination, vehicle preparation, standard warranties, and installation costs. Only representative models listed in Attachment C Discount Sheet are acceptable; bidders may not propose alternative manufacturers or models. The Department declined requests to add Chevrolet Low Cab Forward models, Battle Motors chassis, or alternative engine displacements not meeting exact specifications. Engine displacement figures and GVWR ratings are established specifications, though alternate engines meeting or exceeding horsepower, torque, emissions, and performance requirements may be considered under certain provisions. Contractors must maintain at least one factory-authorized service station in Florida and respond to customer price quotes within two business days. Driven deliveries must arrive with fewer than 250 odometer miles unless prior written authorization is granted. Florida businesses receive a preference equal to the preference granted by the lowest bidder's home state, or a default five percent preference if applicable. The previous contract averaged $1,836,447 in annual spend.

No. 26-25101600-ITB
Questions and Answers and
Addendum No. 1
Questions and Answers
The Department has received the following questions through MFMP Sourcing, and the Department’s answers are provided in the table listed below:
No. Question Answer
1 Attachment C currently identifies Isuzu FTR and FVR Representative Models in multiple Class 6 and Class 7 Sub-Groups.
Chevrolet also offers Low Cab Forward commercial trucks through its dealer network. These Chevrolet LCF vehicles are produced through the longstanding GM/Isuzu commercial vehicle collaboration and are based on the same Isuzu low-cab-forward commercial truck platform.
Chevrolet currently offers the 6500 XD, with a GVWR up to 25,950 lbs., and the 7500 XD, with a GVWR up to 33,000 lbs., for vocational applications including chassis cab, flatbed dump, dump, stake body, dry freight, cargo, and delivery configurations.
Chevrolet’s published specifications confirm those GVWR ratings.
Would the Department consider issuing a revised Attachment C adding the Chevrolet Low Cab Forward 6500 XD and 7500 XD as Representative Models in the applicable Sub-Groups where the Chevrolet models meet or exceed the required Base Vehicle Specifications, particularly where the corresponding Isuzu FTR and FVR models are already listed?
If approved, please confirm that the Department will issue a revised Attachment C / Discount Sheet for bidders to use rather than requiring bidders to independently add or modify Representative Model rows.
No. The Department does not intend to add additional Representative Models to the applicable Sub-Group.
2 Will there be any additional body / chassis specifications or minimum requirements published for this bid?
No.
Refer to Attachment C, Discount Sheet, “Groups & Sub- Groups” tab for the Base Vehicle Specifications.
Additionally, refer to Revised Attachment A, Scope of Work, subsection 5.1, Customer- Specific Scope of Work.
3 Attachment A requires factory ordered commodities to be delivered within 120 calendar days. In situations where
Refer to Revised Attachment A, Scope of Work, subsection 6.1, delivery is delayed due to OEM production constraints, chassis allocation limitations, body manufacturer lead times, supply chain shortages, customer-requested changes, or customer-approved delays, will such circumstances be considered acceptable exceptions to the 120-day delivery requirement? If so, what documentation or approval process is required?
Delivery Schedules (In-Stock and Out-of-Stock Vehicles).
Additionally, refer to Revised Attachment A, Scope of Work, subsection 5.6.3, Delivery Delay Notifications.
4 Section 2.8 states that the Department intends to award up to three Term Contracts for each Representative Model within a Sub-Group. Will awards be made to the top three responsive and responsible bidders based solely on Total Calculated MSRP Discount, or may the Department award fewer than three contracts based on scoring, pricing separation, responsiveness, responsibility, or other evaluation considerations?
Please clarify how the final number of awards will be determined.
The Term Contracts will be awarded per Representative Model within a Sub-Group to the responsive and responsible Bidder(s) that submit the highest Total Calculated MSRP Discount.
The Department will consider the total MSRP Discount for each year of the Term Contract, including renewal years, as submitted by the Bidder.
Refer to ITB Document, subsection 2.8, Basis of Award.
5 Several Representative Models are identified by engine displacement (e.g., 8.3L, 8.8L, 8.9L, and 10.8L). Are these displacement references intended solely to identify a performance/application class, or are bidders required to provide an engine with the exact displacement specified?
Refer to Attachment C, Discount Sheet, “Groups & Sub- Groups” tab, for the Base Vehicle Specifications.
Additionally, refer to Revised Attachment A, Scope of Work, subsection 3.2, Minimum Specifications and Standards.
6 May a bidder offer an alternative displacement engine that meets or exceeds the horsepower, torque, emissions, GVWR, GCWR, and all other requirements of the Representative Model?
Refer to Revised Attachment A, Scope of Work, subsection 3.2, Minimum Specifications and Standards.
Additionally, refer to Attachment C, Discount Sheet, “Groups & Sub-Groups” tab, for the Base Vehicle Specifications.
7 If an OEM discontinues an engine family during the contract term and replaces it with a successor engine that meets or exceeds the original engine's performance, emissions, and application requirements (for example, Cummins L9 being replaced by Cummins X10), may the awarded Contractor continue offering the successor engine under the Contract's model replacement provisions without affecting contract eligibility, award status, or pricing structure?
Model Replacements:
Replacement models must meet or exceed all baseline specifications, be produced under the same Brand, serve as the official Manufacturer replacement for a discontinued model, and offer an MSRP
If so, what notification or approval process is required?
Discount equal to or higher than the model being replaced.
A written request by the Contractor must be submitted to the Department.
Refer to Revised Attachment A, Scope of Work, subsection 3.5, Model Additions, Replacements, and Deletions.
8 If a Representative Model identifies a specific make/model combination at time of bid submission, may an awarded Contractor add or substitute successor model-year vehicles released after contract award, provided the replacement vehicle meets or exceeds all specifications and remains within the same manufacturer product family?
Model Additions: Newly released models must be functionally similar or serve as an upgrade to awarded categories, be produced under an awarded Representative Model, Brand and Sub-Group and carry an MSRP Discount equal to or greater than the highest awarded discount in that Sub-Group.
Refer to Revised Attachment A, Scope of Work, subsection 3.5, Model Additions, Replacements, and Deletions.
9 How long is the Contract Term? The initial term is three years with a renewal term of up to three years.
Refer to Attachment G, Draft Term Contract.
10 Attachment A defines "Base Vehicle Specifications" as the Department's minimum technical standards and standard baseline configuration, while Attachment C identifies the applicable Representative Models and Sub-Groups. Please confirm that, unless a specific component requirement is stated in the solicitation or Attachment C, the Bidder may select the OEM's appropriate engine horsepower, transmission, axle ratings, axle ratios, suspension, tires, wheelbase, fuel tank capacity, electrical system, frame, and other chassis components necessary to meet the applicable Base Vehicle Specifications, GVWR/GCWR, and intended application.
See answer to question #5.
11 Please confirm whether there are any minimum transmission requirements for the Representative Models offered under this ITB, including transmission manufacturer/model, automatic versus manual, number of speeds, torque capacity, PTO provisions, or minimum gear
Refer to Attachment C, Discount Sheet, “Groups & Sub- Groups” tab, for the Base Vehicle Specifications.
ratios. If such requirements apply, please identify where they are located in the solicitation documents
Additionally, refer to Revised Attachment A, Scope of Work, subsection 3.2, Minimum Specifications and Standards.
12 Attachment C identifies engine displacement in certain Sub-Groups. Please confirm whether the stated engine displacement is an absolute minimum/mandatory requirement or whether an OEM engine of a different displacement may be offered when it meets or exceeds the required vehicle performance, GVWR/GCWR, horsepower, torque, emissions, and intended vocational application.
See answer to question #5.
13 Please clarify whether a Bidder may offer a current-production OEM model/configuration that differs from a Representative Model listed in Attachment C when the proposed vehicle meets or exceeds the applicable Base Vehicle Specifications. If permitted, please identify the documentation required to establish equivalency.
No.
Bidders may only offer Representative Models that are awarded and listed on Attachment C, Discount Sheet.
Additionally, refer to ITB Document, subsection 2.8, Basis of Award.
14 Please confirm that Representative Models bid under Group 1, Chassis Cabs, are to be priced as cab-and-chassis vehicles without a post-manufacturer body or upfit, except for factory/OEM equipment necessary to meet the applicable Base Vehicle Specifications.
The question is unclear.
15 For Groups 2 through 5, please identify the minimum technical specifications applicable to the required dump bodies, flatbed dump bodies, stake bodies, dry freight bodies, hoists, tarps, hydraulics, and related upfit equipment.
The current ITB appears to identify the general body type and size but does not appear to include the detailed body specifications used under the previous Medium and Heavy Trucks contract.
Refer to Attachment C, Discount Sheet, “Groups & Sub- Groups” tab, for the Base Vehicle Specifications.
Additionally, refer to Revised Attachment A, Scope of Work, subsection 5.1, Customer- Specific Scope of Work.
16 Please confirm whether the body/upfit manufacturer may determine the appropriate configuration so long as it meets the description in Attachment C and is compatible with the Base Vehicle.
All Options must be new, unused, meet all technical specifications herein, and receive prior written approval from the Customer.
Refer to Revised Attachment A, Scope of Work, subsection 3.3, Options, Components, Features, and Configurations.
17 Please confirm whether there are required, approved, or representative body manufacturers/models for Groups 2 through 5.
Yes, there are Representative Models for Groups 2-5.
Refer to Attachment C, Discount Sheet, “Groups & Sub- Groups” tab, for the Base Vehicle Specifications.
18 If there are no required manufacturers, please confirm that equivalent commercially available bodies and upfits from qualified manufacturers are acceptable.
No.
Bidders may only offer Representative Models that are awarded and listed on Attachment C, Discount Sheet.
Refer to Revised Attachment A, Scope of Work, section 2, Definitions: “Representative Model - A specific vehicle configuration established by the Department that meets the baseline technical specifications for a given Sub-Group.”
Refer Attachment C, Discount Sheet, “Instructions” tab, and Reference Key.
19 Please clarify how body and upfit pricing for Groups 2 through 5 is to be treated in the bid and during the resulting Term Contract.
Specifically, should the required body for a Representative Model be included in the Base Vehicle pricing/discount calculation, or should the body, hoist, tarp, hydraulics, and related equipment be treated as Non-OEM Options and/or Upfits under the applicable discount structure?
The Department intends to award up to three Term Contracts for each Representative Model within a Sub-Group to the Bidder(s) that offers the highest Total Calculated MSRP Discount in Attachment C, Discount Sheet.
The Term Contracts will be awarded per Representative Model within a Sub-Group to the responsive and responsible Bidder(s) that submit the highest Total Calculated MSRP Discount.
Refer to ITB document, subsection 2.8, Basis of Award.
Additionally, refer Attachment C, Discount Sheet, “Instructions” tab, and Reference Key.
20 For vehicles intended for dump, flatbed dump, or other hydraulically operated bodies, please confirm whether the Base Vehicle must include factory PTO provisions, a transmission-mounted PTO, hydraulic pump, reservoir, This question is unclear.
controls, or other hydraulic equipment as part of the Representative Model, or whether those components may be supplied as part of the post-manufacturer upfit.
21 Please confirm that an OEM vehicle build sheet, including an International Vehicle Build Sheet where applicable, is acceptable documentation to demonstrate compliance with the applicable Base Vehicle Specifications, factory options, and OEM option codes.
Please also clarify whether such documentation must be submitted with the Bid or only upon request by the Department.
Yes, official build sheets detailing factory specifications and option codes are acceptable.
Refer to Revised Attachment A, Scope of Work, subsection 3.9, Acceptable Publications.
Additionally, refer to Attachment B, Mandatory Responsive Requirements.

Refer to Revised Attachment A, Scope of Work, subsection 3.5, Model Additions, Replacements, and Deletions.
23 The previous Medium and Heavy Trucks contract included detailed vehicle/body specifications for certain configurations.
Please confirm whether those prior specifications have any applicability to ITB No. 26-25101600-ITB. If they do not, please confirm that Bidders should rely solely on the requirements contained in the current ITB and its attachments when configuring and pricing Representative Models.
Bidders should only refer to documents for Medium and Heavy Trucks ITB No. 26-
25101600-ITB.
24 In reference to Scope of Work item 6.2, Miles on vehicle.
All of our Class 6, 7 & 8 chassis are built in North America, primarily in Pennsylvania and Virgina. They leave the factories and are driven to the dealer location and /or the body company for final outfitting. They are very rarely transported due to size. They are then driven to the dealer.
On all of our Chassis, Trucks and Tractors the warranty does NOT start until final delivery and the mileage at that time documented. If the truck has a 250,000 standard warranty and arrives at the Designated facility with 1,255 miles on it, the final warranty is now 251,255.
Therefore, we would like clarification or exclusion from this item.
No exclusion will be provided by the Department.
Driven deliveries must arrive with fewer than 250 odometer miles unless prior written authorization is granted by the Customer.
Refer to Revised Attachment A, Scope of Work, subsection 6.2, Delivery Specifications.
25 Will the Department add the Battle Motors Striker/LNT and Raider/LET2 chassis families as Representative Models in the applicable Sub-Groups?
No. The Department does not intend to add additional Representative Models to the applicable Sub-Group.
26 For body-equipped Groups, the proposed chassis would be supplied with the specified compliant body/upfit. If Battle Motors will not be added, please confirm whether bids are restricted to the brands and Representative Models already listed or identify another expressly authorized method for proposing an unlisted equivalent without altering Attachment C.
Representative Models offered under this Term Contract are listed in Attachment C, Discount Sheet.
Refer to Revised Attachment A, section 2, Definitions:
“Representative Model - A specific vehicle configuration established by the Department that meets the baseline technical specifications for a given Sub-Group.”
Refer to Attachment C, Discount Sheet, “Instructions” tab, and Reference Key.
27 Are the engine displacements stated in Attachment C exact requirements or minimum requirements? In particular, may a Cummins L9 8.9L be offered for applicable Sub-Groups specifying 7.2L, 7.6L, 8.3L or 8.8L, and may a Cummins X12 11.8L be offered for Sub-Group 1-L, which specifies 10.8L, provided all required performance, emissions and application requirements are met?
If these alternatives are acceptable, please identify the affected Sub-Groups and revise the specifications as necessary.
See answer to question #5.
28 Are the stated GVWR figures minimum ratings or exact ratings? For Sub-Groups 1-A, 2-A, 4-A and 5-A, may a factory-certified 25,999-lb Class 6 chassis be offered in place of the stated 24,500-lb chassis?
For other Sub-Groups, please clarify whether a higher factory-certified GVWR is acceptable while maintaining the specified vehicle class, single- or tandem-rear-axle arrangement, 4x2 or 6x4 drive configuration, body compatibility and intended use.
This question is unclear.
29 Will the Department accept a low-cab-forward/low-entry chassis in the applicable non-crew Sub-Groups if it meets the required seating, axle, body-installation, safety and performance requirements?
Refer to Attachment C, Discount Sheet, “Groups and Sub-Groups” tab, for the Base Vehicle Specifications.
30 For crew-cab Sub-Groups 1-E through 1-H, 2-D through 2- F, 3-C and 3-D, and 4-D through 4-F, may a Battle crew-cab configuration be considered only where factory documentation demonstrates compliance with the required class, GVWR, axle arrangement, four full-size doors and seating requirements?
See answer to question #5
31 If no existing Sub-Group accommodates a qualifying heavy-duty crew-cab configuration, would the Department consider adding a separate Sub-Group?
No. The Department does not intend to add a separate Sub- Group.
32 Attachment A, Section 3.2, establishes diesel as the baseline unless the Customer explicitly selects an alternative fuel configuration. If a Battle diesel Representative Model is added and awarded, how should factory CNG and battery-electric variants be identified and priced: as OEM options under the awarded model or as separate Representative Models requiring their own rows and discounts?
Please also clarify how diesel-engine displacement requirements are treated when a Customer selects CNG or battery-electric propulsion.
This question is unclear.
33 What documentation must be provided, and by what deadline, for the Department to evaluate and add Battle Motors?
See answer to question #25.
The Department will not accept any unrequested terms or conditions submitted by a Bidder, including any appearing in documents attached as a part of a Bidder’s response or hyperlinked therein.
Refer to ITB document, subsection 3.2, Special Instructions, “Terms and Conditions.”
Additionally, refer to Attachment B, Mandatory Responsive Requirements.
34 Please identify any required OEM specification sheets, model-name cross-reference, dealer authorization, certified GVWR/axle and seating information, body compatibility documentation, current model-year availability, warranty information, MSRP publication and signed Attachment J.
If revised model rows are issued, will bidders receive sufficient time to obtain OEM documentation and complete the revised Discount Sheet before the bid deadline?
Refer to Revised Attachment A, Scope of Work, subsection 3.9, Acceptable Publications.
The official solicitation dates and time deadlines for ITB No.
26-25101600-ITB are reflected in the Timeline of Events. Refer to ITB document, subsection 1.1, Timeline of Events.
35 Please identify any U.S. manufacturing, final-assembly, country-of-origin or domestic-content requirement or evaluation preference applicable to this solicitation.
This question is unclear.
36 Does any Buy American Act, Buy America, Build America, Buy America, or other domestic-sourcing requirement apply to the State Term Contract itself, or would any such requirement apply only to particular customer orders based on their funding? If applicable, please identify the governing requirement, required certification, content calculation and whether compliance is evaluated for the chassis separately or for the completed vehicle including the body/upfit.
37 Would an OEM statement documenting the New Philadelphia, Ohio, manufacturing/final-assembly location be sufficient for any applicable requirement, or is additional component-origin evidence required? We are not representing an unverified domestic-content percentage or claiming blanket federal procurement compliance
Please identify any applicable preference separately from the Florida principal-place-of-business preference addressed in ITB Section 2.6.
This question is unclear.
38 What is the correct process to add Makes and models to the option lists for each category?
