The solicitation does not identify specific set-aside designations for disadvantaged enterprises or restrict responses to particular organization types; all qualified biological and environmental assessment and monitoring consultants are eligible to respond. No incumbent vendor or current contractor information is disclosed in the procurement documents. Proposers must comply with multiple statutory and regulatory requirements including Florida's Scrutinized Companies certification (Florida Statutes 215.4725, 215.473, and 287.135) confirming non-involvement in boycotts of Israel or prohibited business activities in Sudan, Iran, Cuba, or Syria; public records compliance under Florida Statutes sections 119.0701 and 119.071; and truth-in-negotiations certification requiring accurate cost analysis and wage rates. Formal protests of contract award may be filed within 72 consecutive hours (excluding weekends and legal holidays) of the intended award posting, with a filing fee equal to ten percent of the estimated total contract value (minimum $10,000) required. The RFQ documents do not specify contract value, funding amount, contract duration, renewal options, or funding sources, indicating that these terms will be subject to negotiation upon selection of the successful proposer based on the best-value determination.
