I. BACKGROUND
The Town of Palm Beach (hereinafter known as “Town”) seeks proposals from qualified biological and environmental assessment and monitoring consultants.
The Town is located on a barrier island and has approximately 12 miles of shoreline. The Town experiences erosion due to the interruption of the littoral drift from the Lake Worth Inlet, close proximity to the Gulf Stream, and from storm impacts. The Town maintains a Coastal Management Plan for the management, monitoring, and protection of resources and infrastructure along its shoreline. We are seeking firms to assist with the continued biological and environmental assessment and monitoring of the marine resources related to the Town’s Coastal Management Plan activities.
II. SCOPE OF WORK
Services may include, but will not be limited to, the following:

2) Attend monthly BMA meetings, attend the annual public BMA meeting and compile, prepare and present annual data.
3) Development and implementation of project-specific biological and environmental surveys, monitoring and mitigation plans.
4) Conduct various marine species and habitat assessments, including State and Federally listed endangered and threatened species.
5) Administer underwater investigations for undocumented and unauthorized actions by others within the jurisdictional waters of the Town of Palm Beach and adjacent Atlantic Ocean.
6) Preparation of National Environmental Policy Act (NEPA) compliance documentation, including
Environmental Impact Statements (EISs) and Environmental Assessments (EAs).
7) Coordination with Local, State, and Federal regulatory and advisory agencies.
8) Perform desktop and field mapping analyses, including consistency with Federal Geographic Data Committee (FGDC) standards.
9) Permitting assistance for both State and Federal approval/authorization of coastal protection projects.
10) Assist with implementing responsibilities to best protect the environment. Developing strategies to assist advocacy groups with measures to take that can balance coastal protection projects with nearby environmental resources.
11) Prepare construction cost estimates for artificial reef construction and other mitigation strategies and assist in bidding processes, including pre-construction conferences.
12) Participation in Shore Protection Board public meetings as deemed necessary by staff or board members.
Meetings are typically held once a month, 4-5 times a year. Attendance of the meetings will be coordinated through staff.
