About this file

This is an evaluation criteria document for a Request for Qualifications (RFQ) issued by the Town of Palm Beach, Florida, for Marine Resource Assessment & Monitoring Services. The solicitation seeks qualifications from biological and environmental assessment and monitoring consultants to support the Town's Coastal Management Plan activities. A non-mandatory pre-proposal conference will be held virtually via Microsoft Teams, with attendance strongly encouraged as the sole forum for direct clarification from Town staff. Proposers must submit qualifications online through the Euna Procurement (Bonfire) platform, and no proposer may withdraw their proposal for 180 days from the opening date. Award will be made to the proposer offering the best value to the Town, which reserves the right to reject any or all proposals.

The evaluation of submissions will be based on a 100-point scoring system distributed across four categories: Experience of Firm/Past Performance (35 points), Experience/Ability of Personnel (35 points), Workload and Scheduling (20 points), and Financial Information and Other (10 points). Proposers must submit documentation including a letter of intent, company credentials, Town of Palm Beach-related projects, management and personnel credentials, staff size information, workload details, scheduling capabilities, financial resources evidence, a Dun & Bradstreet Report, and details regarding insurance capacity, litigation history, license sanctions, and account cancellations. If selected as a finalist, the Town may require three years of audited, reviewed, or compiled financial statements including the latest balance sheet and income statement. Evaluation criteria also assess overall proposal completeness, technical soundness, clarity, quality, firm accessibility, and present or future disputes.
