About this file
This is an Affidavit of Compliance document issued by the Town of Palm Beach Procurement and Contracts Division, applicable to the Marine Resource Assessment & Monitoring Services contract opportunity in Florida. The affidavit serves as a mandatory compliance certification requiring bidders to attest, under penalty of perjury, that their entity meets specific foreign entity and human trafficking requirements established under Florida Statutes. Bidders must confirm that they are not owned by or controlled by a foreign country of concern, do not have a principal place of business in a foreign country of concern as defined in Sections 287.138 and 692.201 of Florida Statutes, and are not foreign principals as defined in Section 692.201. Additionally, for solicitations involving real property purchases, bidders must certify compliance with Section 692.204 regarding foreign principals' restrictions on property acquisition.
The affidavit also requires bidders to certify compliance with Florida's anti-human trafficking laws under Section 787.06(13) of Florida Statutes, attesting that the entity does not use coercion for labor or services. The signatory must be an adult resident of Florida authorized to execute the affidavit on behalf of the bidding entity and must acknowledge the affidavit before a notary public. The document includes standard notarization fields for physical presence or online notarization, requiring the notary to confirm the identity of the signatory and affix an official seal. All certifications are made under oath, with acknowledgment that false statements carry penalties including fines and imprisonment. This affidavit must be completed and submitted as part of the proposal package for the Town of Palm Beach's Marine Resource Assessment & Monitoring Services solicitation.
