About this file
This is a Bidder's Qualification Form for the Town of Palm Beach, Florida, establishing the qualifications and certifications required for vendors interested in submitting proposals for Marine Resource Assessment & Monitoring Services. The form requires proposers to provide comprehensive business information including legal name, address, business structure (corporation, partnership, or individual), incorporation details, principal officers' names and titles, and length of time in business both overall and specifically as a service organization in Florida. All bidders must possess a County and/or Municipal Tax Receipt (Occupational License) in their area of business operation. The solicitation is a Request for Qualifications (RFQ) to identify biological and environmental assessment and monitoring consultants to support the Town's Coastal Management Plan activities. A non-mandatory pre-proposal conference will be conducted virtually via Microsoft Teams, with attendance strongly encouraged as the sole forum for seeking clarification from Town staff. Questions regarding the solicitation must be submitted through the Euna Procurement (Bonfire) platform prior to the Question/RFI Deadline to receive responses via addenda. Proposals must be submitted exclusively online through the Bonfire eProcurement platform, with no withdrawal of proposals permitted for one hundred eighty days from the opening date.
The form requires disclosure of any officers, directors, or agents who are also Town employees, as well as any Town employees who own direct or indirect interests in the bidding firm or its branches, ensuring conflict-of-interest transparency. Award shall be made to the proposer offering the best value to the Town, with the Town reserving the right to reject any and all proposals, waive non-material irregularities or technicalities, and re-advertise for all or any part of the solicitation. No additional charges or compensation will be allowed following award as a result of failure to attend the pre-proposal conference. The Town has adopted an online-only submission process through Bonfire to promote environmental sustainability, eliminating paper-based submissions.
