About this opportunity
San Mateo County Human Resources Department is seeking proposals for a comprehensive Management Compensation Study to analyze approximately 200+ management and attorney classifications across the county. The project requires a qualified firm to conduct a base salary survey of up to eleven comparable Bay Area public agencies, with specific objectives including establishing market data for each classification, analyzing the County's salaries relative to market rates, identifying potential salary compressions, and researching management benefits. Deliverables include a detailed report with recommendations, with the entire project to be completed by September 30, 2024. The evaluation process involves a two-phase approach, with proposers assessed on qualifications and experience (7 points), methodology and approach (7 points), team qualifications (7 points), and fee proposals (7 points). Minimum requirements for proposers include at least four years of experience in compensation study services, completion of three organization-wide compensation studies for public agencies, and demonstrated knowledge of public sector compensation structures. Key dates include a proposal release on February 26, 2024, with questions due by March 4, 2024, and proposal submissions required by March 15, 2024, at 5:00 pm. The county plans to select a contractor by April 26, 2024.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Proposers and subcontractors must be registered and in good standing with the System for Award Management (SAM). While a specific budget is not directly stated, the contract is structured as a fixed-cost or time and materials proposal with a not-to-exceed amount. The previous compensation study from 2007, conducted by Cooperative Personnel Services (CPS), provides historical context for the current procurement. The county's compensation philosophy emphasizes pay equity, with a strategy of comparing salaries against six Bay Area counties and their largest cities, using market pricing and job ranking to establish competitive pay scales. The study will cover a wide range of management classifications across various departments, with compensation grades ranging from Band 01 to Band 26 and hourly rates spanning from $37.58 to $206.49. The contract is anticipated to be a one-year term with an option to extend for up to six additional months, suggesting potential ongoing engagement beyond the initial study period.
