About this opportunity
The City of Phoenix is soliciting sealed offers for a five-year contract to provide Lutron lighting systems for the Phoenix Convention Center, beginning on or about March 1, 2026. The contract encompasses comprehensive lighting system support, including preventive and corrective maintenance, remote and onsite diagnostics, system optimization, parts replacement, technical consultation, and emergency response. Bidders must be authorized Lutron Services providers with factory support and maintain at least two certified technicians on Lutron Quantum systems, demonstrating expertise through a current letter from Lutron confirming distributor status. The procurement process includes a non-mandatory pre-offer conference and site visit scheduled for November 19, 2025, with written inquiries due by December 5, 2025, and final offers due by December 19, 2025. The pricing proposal is structured on an as-needed basis, with two primary line items: a technician hourly rate and a parts discount rate based on catalog pricing. Bidders must submit comprehensive proposals that detail their technical capabilities, pricing structure, and compliance with city requirements.
The contract includes significant focus on Disadvantaged Business Enterprise (DBE) and small business participation, requiring contractors to use good faith efforts to promote DBE firm involvement in the project. Contractors must submit monthly documentation of DBE and small business participation through the City's Certification and Compliance System and provide an annual Small Business Participation Plan. The solicitation mandates comprehensive insurance coverage, including commercial general liability and workers' compensation, with the City of Phoenix named as an additional insured. Contractors must also comply with various city requirements, including background screenings, safety protocols, and non-discrimination policies. While specific contract value is not explicitly stated, the five-year term and multiple Convention Center locations suggest a potentially substantial procurement opportunity. The contract will be awarded through the City Council and becomes effective upon signature and recording by the City Clerk's department, with termination provisions allowing conclusion at the end of the term or through specific agreement clauses.
